Nghe An: Strengthening the dissemination and propaganda of newly issued laws and resolutions

(Baonghean.vn) - The Nghe An Province Legal Education and Dissemination Coordination Council requested provincial departments, branches, sectors and organizations to increase dissemination of new laws and resolutions passed by the National Assembly.

At the 4th Session, the 15th National Assembly passed 06 Laws and 13 Resolutions. At the 2nd Extraordinary Session, the 15th National Assembly passed 01 Law and 03 Resolutions. Based on the laws and resolutions passed by the 15th National Assembly at the above Sessions, the Nghe An Provincial Coordinating Council for Legal Education and Dissemination (PBGDPL) respectfully requests provincial departments, branches, sectors, and organizations to manage the state:

- Post and update the full text of legal documents and resolutions passed within the scope of management on the Electronic Information Portal/Page and other appropriate forms so that cadres, civil servants, public employees, workers and people can easily access, exploit and use them when needed.

- Organize the compilation of training documents and dissemination of laws; promptly disseminate and organize in-depth training and fostering of the content and spirit of legal documents for cadres, civil servants, public employees, legal reporters of provincial departments, branches, sectors and organizations directly implementing legal documents; explain and provide full provisions of legal documents directly related to the case being resolved or guide the search and lookup on the National Database of Legal Documents when requested by citizens during the process of reviewing and resolving citizens' cases.

- Direct, guide, and determine the content and form of dissemination of legal documents suitable for each target group and locality; compile, post, and widely distribute documents disseminating the content of legal documents. At the same time, direct and guide the enhancement of information and dissemination of the content of the law to cadres, civil servants, public employees, and workers under the management scope and the People in appropriate forms, focusing on the application of information technology for implementation (online training, legal knowledge competitions, online legal advice; online legal dialogue; compile and post legal Q&A on the Electronic Information Portal ...); arrange resources to ensure the performance of tasks.

The Council for Coordinating Legal Education and Dissemination recommends that provincial departments, branches, sectors, unions and district People's Committees:

Within the scope of assigned functions and tasks and practical situations, pay attention to directing, guiding and proactively organizing the dissemination, information and communication of relevant laws in forms suitable to social needs and each target group and locality, with focus and key points; requesting cadres, civil servants, public employees and workers under their management to voluntarily study, learn, comply with and implement the law and participate in legal dissemination for the people. During the implementation process, it is necessary to grasp and promptly reflect to competent state agencies on people's opinions and public opinion's reflections on the feasibility and appropriateness of newly issued documents; promptly orient information and disseminate hot issues that are of public interest or need to orient public opinion; answer questions about laws and common problems in law application in the fields and areas under their management for people and businesses in appropriate forms; Strengthen inspection, review, summary and evaluation of the effectiveness of assigned tasks.

The Department of Information and Communications directs and guides information agencies, press and grassroots radio networks to strengthen information and communication dissemination of content according to the instructions in this Official Dispatch.

Department of Culture and Sports, Department of Information and Communications, Department of Health, State Bank of Vietnam, Nghe An Province Branch, Provincial Inspectorate, Department of Home Affairs, Department of Labor - Invalids and Social Affairs and relevant agencies within the scope of assigned functions and tasks shall organize information and dissemination of the contents of the laws and Resolutions in this Official Dispatch.

Nghe An Provincial Television Station, Phap Luat Newspaper, Nghe An Newspaper, and press agencies increase the time, integrate, propagate, widely and regularly disseminate new legal documents on specialized pages and columns of newspapers and radio stations so that everyone knows and implements them.

The Department of Education and Training, the Department of Labor - Invalids and Social Affairs, departments, branches, organizations, and localities coordinate with the Justice sector to review, direct, and guide schools and educational institutions to implement the teaching and learning of law to ensure compliance with new legal regulations.

The Provincial People's Procuracy, Provincial People's Court, Provincial Police, Provincial Military Command, Provincial Border Guard and Departments, branches and organizations shall issue written instructions, organize in-depth training, propaganda, dissemination and introduction of the content and spirit of relevant legal documents in the entire sector and within the scope of management; direct and require cadres, civil servants, public employees and workers under their management to voluntarily study, learn, comply with and implement newly issued regulations in the process of performing public duties and participate in disseminating and educating the law to the people.

The Provincial Fatherland Front Committee, socio-political organizations, the Provincial Lawyers Association, and the Provincial Bar Association shall issue written instructions, guidance, organize the dissemination, propaganda, popularization, and introduction of relevant legal documents to their members and members of their organizations and participate in propagating and popularizing the law to the People; actively mobilize members, union members, and the People to voluntarily study, learn, comply with, and comply with the law, and participate in inspecting and supervising the implementation of the law.

Provincial departments, branches, sectors, and mass organizations; District People's Committees, based on the needs and practical conditions of their units and localities, shall have plans to disseminate and popularize the contents of legal documents with appropriate content and forms; organize dissemination, training, and foster a team of legal reporters and legal propagandists; direct, guide, monitor, and organize implementation to ensure effectiveness and substance; urge and inspect implementation.

The above is the guideline for disseminating new laws passed by the 15th National Assembly at the 4th Session, the 2nd Extraordinary Session. The Council respectfully requests provincial departments, branches, sectors, and organizations; District People's Committees to promptly implement and synthesize the results in the 2023 legal education and dissemination report to the Department of Justice - before November 20, 2023 for synthesis and reporting to the Provincial People's Committee and the Ministry of Justice.

During the implementation process, if there are any difficulties or problems, please report them to the Department of Justice (through the Department of Legal Dissemination and Education) for timely coordination./.
