Nghe An: Focus on resolving policies for meritorious people

(Baonghean) -This morning, November 15, Comrade Nguyen Xuan Duong - Member of the Provincial Party Committee - Vice Chairman of Nghe An Provincial People's Committee chaired a working session with relevant sectors and units on the implementation of Agent Orange regime for people with revolutionary contributions according to Circular No. 08/2009 of the Ministry of Labor, Invalids and Social Affairs and policies for former Youth Volunteers.

Currently, Nghe An is one of the provinces that manages and pays the largest regular and one-time allowances to people with revolutionary contributions in the country. As of the first quarter of 2011, the whole province has been paying regular allowances to 86,000 beneficiaries, with a payment amount of 77 billion VND/month.

During the operation, the coordination work to implement the policy for people with meritorious services, the Department of Labor, Invalids and Social Affairs, the Provincial Youth Union and the Association of Former Youth Volunteers have jointly issued many inter-sectoral guidance documents. The Provincial People's Committee and the Department of Labor, Invalids and Social Affairs have advised the Ministry of Labor, Invalids and Social Affairs to apply and resolve some special cases that are entitled to preferential treatment. Therefore, the verification and resolution of the regime for the subjects are carried out urgently. However, due to many reasons, our province still has nearly 7,000 former youth volunteers and over 13,000 files of Agent Orange victims whose regimes have not been resolved, most of whom have lost their original documents.

Currently, the system of documents guiding the implementation of the regime for meritorious people is not specific, the awareness of a part of the people is not correct; the direction of the authorities at all levels is not strong, especially the communes, wards, districts and cities, so there is still a situation of "running" for documents to enjoy the regimes. In the near future, the authorities will transfer 70 files with signs of fraud to the police for inspection and handling.

At the meeting, leaders of the Department of Labor, Invalids and Social Affairs and related sectors and units requested the Provincial People's Committee to recommend to the Ministry of Labor, Invalids and Social Affairs to allow the Association of Former Youth Volunteers and the Provincial Youth Union to certify and resolve the regime for those who lost their original documents; support funding for related units to complete procedures for those who lost their original documents.

Speaking at the meeting, comrade Nguyen Xuan Duong emphasized that the province will direct all levels and sectors to do a good job in resolving the regime for people with revolutionary contributions; not to miss any beneficiaries and not to let those who are not eligible to enjoy the regime enjoy the regime. The provincial People's Committee will work with the Central interdisciplinary delegation to propose resolving legitimate cases where original documents have been lost, by certifying from the commune level upwards. The process of reviewing and approving regimes must be public and transparent. Organizations assigned to review dossiers must carry out the work seriously and responsibly; strengthen the propaganda work on the implementation of regimes and policies and supervision by the people at the grassroots level. Propose that the police inspect, detect and handle the "running" regime lines. Strive to basically resolve cases where dossiers have been prepared but not yet approved by 2012.
