Nghe An focuses on preventing and resolving strikes that do not follow legal procedures
(Baonghean.vn) - The Provincial People's Committee requested functional branches, units and localities to focus on effectively implementing the construction of harmonious, stable and progressive labor relations; strengthen the grasp of the situation, promptly resolve labor disputes, and not let them drag on leading to strikes.
In order to focus on effectively implementing the construction of harmonious, stable and progressive labor relations to prevent and limit labor disputes.strikeOn September 12, the People's Committee of Nghe An province issued Plan No. 672/KH-UBND on "Implementing Project No. 26-DA/TU dated July 3, 2023 of the Provincial Party Committee Standing Committee on preventing and resolving strikes that do not comply with legal procedures in Nghe An province for the period 2023-2025, up to 2030".
Accordingly, the plan aims to focus on effectively implementing the construction of harmonious, stable and progressive labor relations to prevent and limit strikes. Strengthening the grasp of the situation, promptly resolving labor disputes, not allowing them to drag on leading to strikes. Promoting the role and responsibility of all levels, sectors and organizations in preventing and resolving strikes in the province (if any).
According to the report of the Nghe An Provincial Federation of Labor, from September 2021 to September 2022, there were 06 strikes involving 200 - 5,000 workers in Dien Chau, Nghi Loc, Yen Thanh districts and Vinh city. However, from September 2022 to present, there have been no strikes in the province.
Regarding the tasks and solutions set out in the plan, functional sectors such as the Department of Labor, War Invalids and Social Affairs, the Provincial Police, the Labor Federation, the Southeast Economic Zone Management Board, the Provincial Party Committee's Mass Mobilization Committee, and related departments, sectors, units and localities must strengthen communication and propaganda work; innovate content and diversify forms and methods of propaganda, dissemination and education of labor law and labor relations for employees and employers.
Effectively and promptly implement mechanisms and policies to attract investment to support housing for workers and social welfare projects to serve the stable and long-term life of workers in localities with a large number of workers, especially in industrial parks in the province. Effectively implement labor, employment, vocational training, labor supply-demand connection, labor relations, wages, social insurance, unemployment insurance, etc. according to regulations to create favorable conditions for enterprises, employers and workers in implementing regimes, policies and regulations of law.
At the same time, enhance the responsibility of enterprises, employers and employees in building harmonious, stable and progressive labor relations. Strengthen propaganda and dissemination to employees of the provisions of labor law and related laws; encourage employees to continuously improve their skills and legal understanding of their rights, interests and obligations; comply with labor discipline, labor regulations; management and supervision of employers; comply with strike organization procedures according to the provisions of law. Organize to review, improve and improve the effectiveness of labor conciliation and labor arbitration institutions to actively and effectively participate in supporting the development of labor relations, preventing and minimizing labor disputes.
In addition, proactively and regularly grasp the security and order situation of units and enterprises, especially enterprises with a large number of employees and enterprises with foreign elements; deploy measures to prevent, detect, combat and stop signs of activities that collude, entice and incite workers to strike in violation of legal procedures and regulations, causing complications in security and order; guide the People's Committees at the district level and relevant parties to carry out tasks according to regulations.

Targets by 2025, up to 2030 in Plan No. 672/KH-UBND:
1. 100% of FDI enterprises and enterprises with 500 or more employees organize annual employee conferences, organize dialogues when incidents occur, and promulgate grassroots democracy regulations at the workplace.
2. 100% of FDI enterprises and enterprises with 500 or more employees establish grassroots unions; annually disseminate relevant policies and laws; develop and promulgate labor regulations, statutes, and salary scales; negotiate and sign collective labor agreements.
3. 100% of districts, towns and cities have a force of Labor Mediators and specialized staff to monitor labor work; they are trained in depth in labor law, mediation skills and labor dispute resolution skills.
4. Strive to have 90% of enterprises with trade unions sign collective labor agreements by 2025, of which at least 40% are type A collective labor agreements; by 2030, over 95% of enterprises with trade unions sign collective labor agreements, of which at least 65% are type A collective labor agreements.
5. At least once a year, the People's Committee at the district or provincial level shall direct state management agencies to coordinate with the Trade Union at the same level to conduct inspections and supervision of compliance with labor laws and related laws at enterprises with a large number of workers in industries with a high risk of strikes.
6. All strikes (if any) are resolved promptly, effectively and in accordance with regulations.
