Faced with the situation of self-produced and assembled three- and four-wheeled vehicles and motorbikes towing other vehicles and objects violating traffic order and safety, together with the national Traffic Police force, Nghe An Traffic Police force simultaneously launched a campaign to handle this type of vehicle from September 15, 2024. Nghe An Newspaper had an interview with Lieutenant Colonel Nguyen Nam Hong - Deputy Head of the Provincial Traffic Police Department on this issue.
PV: Could you tell us the purpose of the current plan to strengthen inspection and handling of violations related to self-produced and assembled three- and four-wheeled vehicles and motorbikes towing other vehicles and objects?
Lieutenant Colonel Nguyen Nam Hong:Self-manufactured and assembled three- and four-wheeled vehicles, and motorbikes and scooters towing other vehicles or objects are vehicles that do not meet the conditions for motor vehicles when participating in traffic; have not been inspected by State management agencies for technical safety quality, registered and issued license plates according to regulations.

These vehicles do not meet safety requirements such as not having adequate lighting systems, signals, sirens, brakes, and especially the fact that the drivers are not trained or licensed to operate the vehicles. In addition, these vehicles often carry bulky goods exceeding the prescribed limits, drive in the wrong lanes or sections of the road; do not comply with traffic signals; change direction to the wrong road, etc., posing many potential risks of causing traffic accidents.
Faced with the above situation, Nghe An Provincial Police have issued a plan to launch a peak campaign to inspect and handle self-produced and assembled three- and four-wheeled vehicles and motorbikes towing other vehicles and objects that violate traffic safety order.
The plan will be implemented starting from September 15, 2024 with the aim of preventing and promptly handling violations, gradually raising people's awareness of voluntarily complying with traffic laws, contributing to ensuring traffic order and safety.
PV: After 1 month of implementing the plan, up to now, how many violations have the traffic police in the province detected and handled, sir?
Lieutenant Colonel Nguyen Nam Hong:Before implementing this peak plan, the Traffic Police force has stepped up propaganda work on legal documents and specific related regulations to raise people's awareness and sense of law compliance.
At the same time, widely announce on mass media so that households and individuals using self-produced and assembled three- and four-wheeled vehicles and motorbikes and motorbikes towing other vehicles and objects voluntarily comply with the dismantling and commit not to use or circulate these types of vehicles.

Along with that, traffic police, police units and localities in the whole province have focused on forces and means to increase patrols, control and strictly handle violations related to self-produced and assembled three-wheeled and four-wheeled vehicles and motorbikes towing other vehicles and objects that violate traffic safety order. Since September 15, the whole province has handled 215 violations, collecting fines of 107,875,000 VND.
PV:What are the current regulations on fines for self-produced and assembled three- and four-wheeled vehicles and motorbikes towing other vehicles or objects?
Lieutenant Colonel Nguyen Nam Hong:According to Decree 100/2019/ND-CP (amended and supplemented by Decree 123/2021/ND-CP of the Government regulating administrative sanctions for violations in the field of road and railway traffic):
For the violation (2-wheeled and 3-wheeled vehicles) of "Driving a vehicle manufactured or assembled in violation of traffic regulations" the fine is from 2,000,000 VND to 3,000,000 VND. Additional penalty: Suspension of driving license for 1-3 months.
For the violation (4-wheeled vehicle) "Driving a vehicle manufactured or assembled in violation of traffic regulations (including agricultural vehicles subject to suspension from traffic)" the fine is from 10,000,000 VND to 12,000,000 VND. Additional penalty: Suspension of driving license from 1 to 3 months.
For the violation (2-wheeled and 3-wheeled vehicles) "A person driving a vehicle or carrying a passenger on the vehicle, clinging to, pulling, pushing another vehicle or object, leading an animal, or carrying a bulky object" will be fined from 400,000 VND to 600,000 VND. Additional penalty: If causing a traffic accident, the driver's license will be revoked for 2-4 months.
For the violation of "Illegal production and assembly of motorcycles, motorbikes (including electric motorbikes), motorbike-like vehicles and motorbike-like vehicles", the fine is from 30,000,000 VND to 35,000,000 VND for individuals and 60,000,000 VND to 70,000,000 VND for organizations (the same applies to illegal production and assembly of cars and similar vehicles).
PV: In fact, although the authorities have taken action, some people are still not fully aware of the danger of the violation, despite the danger, secretly operating. So, in the coming time, how will the plan to handle self-produced and assembled three-wheeled and four-wheeled vehicles and motorbikes and motorbikes towing other vehicles and objects be implemented?
Lieutenant Colonel Nguyen Nam Hong:Current laws have clearly stipulated penalties, but many drivers of self-produced and assembled three- and four-wheeled vehicles and motorbikes towing other vehicles and objects are still not fully aware of the danger of their violations. Despite the danger, they secretly carry goods exceeding the prescribed limits and avoid checkpoints and controls of authorities.
When discovered and handled, they give enough reasons to justify the violation such as: transporting for hire, not having enough money to change to another form of transport or being subjective when participating in traffic...

Faced with that reality, along with continuing to propagate legal documents and regulations related to self-produced and assembled three- and four-wheeled vehicles and motorbikes towing other vehicles and objects to raise people's awareness and sense of law compliance, the Traffic Police will continue to strengthen the force to inspect and handle violations of these cases on all routes under the management of the police units and localities. This is considered one of the key contents, contributing to the goal of restoring traffic order and safety, reducing traffic accidents, especially accidents related to this type of vehicle.
