Instead, these procedures will be received through online public services on the VNeID application or on the National Public Service Portal, the provincial administrative procedure settlement information system.

Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Nghe An Provincial People's Committee Le Hong Vinh signed and issued a Decision on piloting not accepting paper documents at the Provincial Public Administration Service Center and One-Stop Departments at all levels in the province.
Accordingly, from January 2, 2025 to June 30, 2025, Nghe An will pilot not accepting paper documents at the Provincial Public Administration Service Center and the "One-stop" Department at the district and commune levels under the People's Committees of Vinh City; towns: Hoang Mai, Thai Hoa Town; districts: Nghi Loc, Hung Nguyen, Nam Dan, Dien Chau, Quynh Luu, Thanh Chuong, Do Luong and Nghia Dan for65 administrative procedures.
Organizations and individuals when performing administrative procedures in the pilot list will need to submit documents via online public services on the VNeID Application or on the National Public Service Portal at the addresswww.dichvucong.gov.vnor the Provincial Administrative Procedure Information System at the address:https://dichvucong.nghean.gov.vn.
During the pilot period, in case people and businesses submit paper documents via postal service, agencies, units and localities will still receive and process documents in accordance with the provisions of law.
The Standing Vice Chairman of Nghe An Provincial People's Committee assigned relevant departments, branches and sectors under the Provincial People's Committee to preside over and coordinate with the Provincial People's Committee Office to restructure electronic processes and provide interactive electronic forms for pilot administrative procedures that do not accept paper records on the provincial administrative procedure settlement information system within no more than 5 working days from the date of issuance of this Decision.
Departments, branches and sectors under the Provincial People's Committee; People's Committees of districts, cities, towns, People's Committees of communes, wards and towns concerned organize the reception and settlement of pilot administrative procedures that do not accept paper documents according to their authority.
Civil servants and public employees working at the Provincial Public Administration Service Center and One-Stop-Shop Departments at all levels are responsible for guiding and supporting people and businesses in performing the above administrative procedures online.
Post and publicize the list of administrative procedures that are piloting the non-acceptance of paper documents at the Provincial Public Administration Service Center, One-Stop Departments at all levels, the Provincial Electronic Information Portal, and the websites of agencies, units, and localities. Organize propaganda on mass media and other forms suitable to reality so that organizations and individuals know and implement.
The Office of the Provincial People's Committee shall preside over and coordinate with relevant agencies, units and localities to evaluate the implementation results at the end of the pilot period; propose solutions to continue implementing the model to ensure effectiveness, and report to the Chairman of the Provincial People's Committee for consideration and decision.
