According to the accusation, on the morning of April 28, Ben Thuy Ward Police (Vinh City) inspected Tuyet Nhi Hotel located in Block 8, Ben Thuy Ward and discovered two couples in rooms 207 and 208 engaging in prostitution.

According to the testimony of the two prostitutes, aged 19 and 20, they were brokered by Le Huu Phu to engage in prostitution. Phu was arrested shortly after.

Working with the police, Le Huu Phu said that he moved from Quy Hop district to Vinh city to open a nail salon. One day in April 2016, two girls dressed sexy came to have their nails painted. After chatting with them, he learned that the two girls wanted to have sex with customers, so Phu colluded to broker the deal.

According to the agreement, when he finds a customer, Phu will contact the girls to schedule a date. The price for each time a girl goes with a customer is 1,500,000 VND/time, of which the prostitute will pay Phu 400,000 VND.

The investigation agency said that the defendant Le Huu Phu had a previous conviction for disturbing public order in April 2013, and was administratively punished by Cua Lo town police.
