Nghe An practices thrift and combats waste in the use of development resources.

Practicing thrift and combating waste is not only an urgent task, but also a consistent motto in Nghe An's development strategy. From allocating public investment resources, streamlining the apparatus, managing the budget to exploiting sustainable resources, the province is striving to implement key solutions to ensure the most reasonable and effective use of resources.

Optimize development resources

In the context of increasing development needs but limited resources, Nghe An province has chosen a new, synchronous approach to mobilize, allocate and effectively use all resources. From public investment to streamlining the apparatus, from public asset management to resource exploitation. All are placed in the "focus, key" strategy.

Notably, the province has made a fundamental shift in public investment thinking. Regarding the central budget, the number of projects in the 2021-2025 period has decreased by 61.36% compared to the 2016-2020 period, the investment rate per project has increased by nearly 3.31 times. Regarding the local budget, the number of projects has decreased by 65.36% compared to the previous period, the investment rate per project has increased by 3.48 times.

The number of projects has decreased sharply, but the investment rate has increased significantly. Thanks to that, the province has the conditions to concentrate resources, speed up progress and improve investment efficiency. Many important infrastructure projects are prioritized such as: Vinh - Cua Lo Avenue Phase 2 (over 1,400 billion VND), N5 route extending from Do Luong to Tan Ky (nearly 740 billion VND)... These projects not only solve immediate development needs but also create momentum for long-term development of the province.

Along with that, Nghe An pays special attention to reviewing, appraising, and cutting down on unnecessary and inappropriate investment items; in 2024 alone, the province saved nearly 555 billion VND from reviewing the portfolio and appraising investments.

Along with that, budget management has been tightened, ensuring proper allocation and minimizing waste. Through the process of preparing, appraising, approving estimates, finalizing and managing state budget expenditures, in 2024 alone, Nghe An has cut an additional 568 billion VND.

The province has implemented the streamlining of the apparatus drastically, systematically and effectively. From 2017 to early 2024, Nghe An has reduced 1 district-level administrative unit (from 21 to 20), reduced 68 commune-level units (from 480 to 412), and cut 2,087 blocks, hamlets and villages. Currently, the province has submitted to the Government a project to reduce from 412 communes, wards and towns to 130 communes and wards.

The apparatus of the Party agencies has promptly implemented the merger of the Propaganda Department and the Mass Mobilization Department (both provincial and district levels), ending the activities of the Party Executive Committees, Party Delegations and 2 Party Committees of the bloc; establishing 2 new Party Committees (Party Committee of Provincial Party Agencies and Party Committee of the Provincial People's Committee). The apparatus of the State agencies has been streamlined; the department level has been reduced from 21 to 15 units, the number of internal focal points has been reduced from 151 units to 120 units and 10 public service units directly under the department level have been reduced. For the district level, the number of Party Committees and some departments of the District People's Committee have been reduced according to the plan and set goals.

In the 2015 - 2021 period, the province reduced its payroll by 10.4%. In the 2022 - 2025 period, the Party and mass organizations reduced 71 civil servants (4.23%) and 21 public employees (10.9%); the government reduced 102 civil servants (3.07%) and 4,737 public employees (8.37%). The rate of staff reduction is expected to reach the target set by the Central Government in the 2022 - 2026 period (reducing 5% of civil servants and 10% of public employees).

In conjunction with the organizational arrangement, the province has directed the temporary suspension of renovation, asset purchase, and office rental for agencies and units subject to the arrangement. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh requested: Temporarily suspend the implementation of renovation, repair of office buildings, purchase of assets, working equipment, and new rental of assets during the implementation of the Plan for innovation and arrangement of the organizational apparatus in the province until completion (except in other really necessary cases, agencies and units must report to competent agencies and persons for consideration and decision). In particular, on April 2, 2025, the Provincial People's Committee took an important step to avoid loss and waste of public assets by issuing a plan to handle 278 houses and land used as office buildings and public service facilities that are not used, used ineffectively, or for the wrong purpose.

In the field of resources, Nghe An advocates development along with protection, effective and sustainable exploitation. The province strengthens inspection, examination, and strict handling of violations, focusing on key areas such as: Land, public investment, construction, public finance, resources, and minerals; at the same time, reviews and correctly assesses the current status of projects that do not put land into use, slow progress in land use, proposes solutions and measures to remove difficulties and obstacles in order to free up land resources, accelerate the implementation of projects, and put land into economical and effective use.

The results achieved in the work of saving and preventing waste have contributed positively to the development of Nghe An:

- The average growth rate of gross regional domestic product (GRDP) in the period 2021 - 2024 reached 7.89%.

- GRDP scale in 2024 reaches 216.9 trillion VND, 1.5 times higher than in 2020 (ranked 10th among provinces before the merger);

- GRDP per capita reached 62.5 million VND, an increase of 1.45 times compared to 2020.

- Total state budget revenue in the province in the period of 2021 - 2024 reached 89,427 billion VND, an average increase of 9.4%/year; from 2022, budget revenue exceeded 20,000 billion VND, in 2024 it reached 25,517 billion VND, and in 2025 it is expected to reach about 26,000 billion VND, achieving the target set by the Resolution of the Provincial Party Congress for the term 2020 - 2025.

Spreading the culture of saving and fighting waste

The Resolution of the 13th National Party Congress has identified two strategic goals: By 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed country with high income.

To realize these goals, the practice of thrift and anti-wastefulness associated with streamlining the political system apparatus plays a very important role. This guiding viewpoint was deeply expressed by General Secretary To Lam in the article "Anti-wastefulness".

“We are facing a historic opportunity to bring the country into the era of national development. This is also the time to shape our future. To seize opportunities, push back challenges, strongly increase resources to care for the people, enrich the country in the new revolutionary period, build a bright future, the work of preventing and combating waste needs to be implemented drastically, synchronously with effective solutions, creating a strong spread, becoming voluntary, self-aware of each cadre, party member and citizen, a culture of behavior in the new era...”.

Nghe An - a province with a large area and population, a rich cultural and historical tradition and diverse development potential, is expected by the Central Government to make more worthy and substantial contributions to the overall development process of the whole country.

In 2025, the province was assigned by the Government a growth target of 10.5%, placing it among the group of 18 provinces and cities with a growth target of double digits or more, a high target, reflecting great expectations. Secretary of the Provincial Party Committee Nguyen Duc Trung emphasized: Nghe An must be one of the localities responsible for and actively contributing to the new era of development, the era of national growth.

In order to maximize the province's potential, contribute to the implementation of the strategic goals of the Party and the State, and determine to soon achieve the goal that President Ho Chi Minh always wished for, which is to build Nghe An "to quickly become one of the most prosperous provinces in the North"; Nghe An is continuing to seriously and synchronously implement solutions, especially practicing thrift and fighting waste with the highest political determination and sense of responsibility, contributing to the realization of the development goals of the homeland and the country.

Nghe An Provincial People's Committee has issued a Directive on promoting thrift practice and combating waste; emphasizing the synchronous implementation of solutions to build a culture of thrift, awareness of thrift; scientific working mindset, effective time management, forming social ethical responsibility associated with strict implementation of discipline. The emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, combating waste" is widely implemented, considering this as an important criterion and content when evaluating and considering emulation for agencies, units and localities.

Accordingly, the province promotes the responsibility and exemplary role of leaders in practicing thrift and fighting waste, especially in using the budget and public assets seriously; thoroughly saving regular expenditures, cutting down on non-urgent spending tasks to reserve for development investment, especially important and essential socio-economic infrastructure projects. Continuing to innovate regular expenditure management methods, strengthening bidding, ordering, and budget allocation, encouraging decentralization, delegation of authority, and granting autonomy to units using the State budget; focusing on implementing regulations on standards, norms, and management and use of public assets.

The province will also continue to focus on resolving backlog projects, stopping construction, urgently implementing completion, putting them into use to prevent waste and loss; handling the responsibility of individuals and organizations that have delayed projects and works for a long time; resolutely replacing or transferring to other jobs for officials and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work in resolving related issues that have delayed projects and works, prolonged, and wasted resources...
