Nghe An implements urgent solutions to protect wildlife

(Baonghean.vn) - Nghe An Provincial People's Committee issued Official Dispatch No. 7802/UBND-NN dated October 17, 2016 requesting localities and units to implement urgent solutions to prevent and combat acts of wildlife abuse.

Implementing Directive No. 28/CT-TTg dated September 17, 2016 of the Prime Minister on a number of urgent solutions to prevent and combat illegal acts of harming wild animals; on the basis of the proposal of the Department of Agriculture and Rural Development in Official Dispatch No. 2479/SNN-KL dated October 5, 2016; The Provincial People's Committee requests relevant Departments, branches and sectors; People's Committees of districts, cities and towns to focus on implementing the following contents:

1. The People's Committees of districts, cities and towns shall direct relevant departments and offices, People's Committees of communes, wards and towns in the area to review, inspect and strictly handle according to the provisions of law illegal trading activities of rare and endangered animals such as tigers, leopards, ivory, rhino horns...; in case of violations, the heads of local Party committees and authorities at all levels must be responsible to the Chairman of the Provincial People's Committee for the violations occurring in the areas under their management.

2. The Provincial Police shall preside over and coordinate with the Department of Agriculture and Rural Development, the Department of Natural Resources and Environment, the Department of Finance, the Forest Protection Department, the Customs Department, and the Provincial Border Guard to crack down on transnational organized crime rings in the illegal purchase, storage, transportation, export, import, temporary import and re-export of specimens of wild animals and plants, especially ivory and rhino horn; strengthen inspection and strictly handle activities of displaying, trading online, advertising, and illegally using specimens of rhino horn, ivory and specimens of other rare and endangered wild animals on the market.

3. Department of Agriculture and Rural Development: Direct the Forestry Sub-Department to advise Party committees and authorities of districts, cities and towns to control the captivity and trade of endangered and rare animals, strengthen the work of grasping information, investigating, arresting and handling acts of encroachment, advertising and illegal consumption of specimens of endangered and rare wild animals, especially ivory and rhino horn; Preside and coordinate with the Department of Information and Communications, Nghe An Newspaper, Nghe An Radio and Television... to deploy propaganda campaigns, disseminate and educate the law on the protection of endangered and rare animals to all organizations and individuals.

4. The Department of Industry and Trade directs the Market Management Department to coordinate with relevant departments and branches to focus on inspecting handicraft villages, processing facilities, souvenir shops illegally selling ivory, rhino horn, specimens, and rare and endangered animals at locations such as Cua Lo Beach, Vinh Airport, wharves, traditional medicine trading and preparation establishments in the province... and publicly announce the handling results on mass media.

5. The Department of Finance shall coordinate with relevant agencies to handle seized and confiscated wild animals and specimens in accordance with the provisions of law.

6. Propose that the Provincial Customs Department direct the Customs forces at border gates in the province to coordinate with Border Guard Stations and relevant agencies to strengthen the work of preventing, combating and destroying transnational organized crime rings in the export, import, temporary import and re-export... especially rhino horn and ivory specimens from other countries into the province.

7. Request the People's Procuracy and People's Court of Nghe An province to direct the People's Procuracy and People's Courts of districts, cities and towns to closely coordinate with relevant agencies to step up the investigation, prosecution and trial of subjects who have committed acts and violated criminal law in the purchase, sale and transportation of rhinoceros horn specimens, elephant tusks and specimens of other endangered, precious and rare wild animals.

8. Agencies: Provincial Radio and Television Station, Nghe An Newspaper coordinate with the Department of Agriculture and Rural Development, relevant agencies and localities to increase reporting and propaganda of good examples of wildlife conservation and control; actively detect and strongly condemn acts and actions that violate the provisions of Vietnamese law and the International Convention on the Conservation of Endangered and Rare Species of Wild Animals.

9. The above-mentioned departments, branches, sectors, relevant agencies and People's Committees of districts, cities and towns shall report on the organization, implementation and results of the implementation of Directive No. 28/CT-TTg dated September 17, 2016 and Directive No. 03/CT-TTg dated February 20, 2014 of the Prime Minister to the Department of Agriculture and Rural Development (through the Forestry Sub-Department) before December 30, 2016 and annually to synthesize and report to the Provincial People's Committee and the Ministry of Agriculture and Rural Development according to regulations.
