This is the first time a province-wide English proficiency survey has been conducted for 6th and 10th grade students. The survey will be carried out starting on October 20, 2025.

To assess the English proficiency of entry-level students in secondary schools throughout the province, the Nghe An Department of Education and Training will conduct an English proficiency survey for 6th and 10th grade students across the province.

According to the plan, the implementation will take place from October 20th to November 5th, 2025, in the form of an online test on the FSEL platform – a personalized language learning platform using artificial intelligence (AI). The survey content is standardized according to the Common European Framework of Reference for Languages (CEFR), closely following the language acquisition abilities of secondary school students, with a duration of 45-60 minutes. During this survey, the Department of Education and Training requires 100% of 6th and 10th grade students from all secondary and high schools to participate.

According to Mr. Vo Van Mai, Deputy Director of the Department of Education and Training: The purpose of this large-scale survey is to help the Department assess the English proficiency of entry-level students in secondary schools throughout the province. This will help schools and teachers understand the English proficiency of 6th and 10th grade students at the beginning of the school year, providing a basis for developing appropriate teaching plans, classifying proficiency levels, and enhancing educational effectiveness.

This content also aims to develop the draft plan "Improving the quality of foreign language teaching and learning, gradually making English the second language in schools in Nghe An province, giai đoạn 2025-2030, with a vision to 2045".

This survey also helps 6th and 10th grade students in junior and senior high schools understand their current English proficiency, thereby improving their learning awareness, proactively setting goals, and building a suitable training plan from the beginning of their schooling.

"

Conducting surveys online will help connect students and teachers with modern technology, enabling learners to access advanced learning tools and effective learning methods through technology.

Over the years, Nghe An province has implemented many solutions to promote teaching and learning.Englishin schools. However, compared to other subjects, the quality of English language instruction still has many limitations and there is a significant gap between different regions.

Meanwhile, the conditions for teaching English are inadequate, lacking in resources and not standardized, with over 100 schools still without dedicated foreign language classrooms. Many classrooms equipped before 2020 are no longer suitable for the new curriculum.

Furthermore, there are shortcomings in the curriculum, teaching materials, and teaching methods. The assessment process does not accurately reflect competence, is heavily theoretical, and does not comprehensively evaluate all four skills.
