Nghe An: Moving towards issuing emergency situations regarding natural disasters

Pursuant to Document No. 4715/BNN-PCTT dated July 28, 2021 of the Ministry of Agriculture and Rural Development on the implementation of Decree No. 66/2021/ND-CP detailing the implementation of a number of articles of the Law on Natural Disaster Prevention and Control and the Law on amending and supplementing a number of articles of the Law on Natural Disaster Prevention and Control and the Law on Dikes (hereinafter referred to as Decree 66/2021/ND-CP).

The Provincial People's Committee requests the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT - TKCN); provincial departments, branches, sectors, and organizations; People's Committees of districts, cities, and towns to focus on directing and implementing the following key contents:

I. Propagating and disseminating Decree 66/2021/ND-CP

1. Organize propaganda and dissemination of Decree No. 66/2001/ND-CP in forms appropriate to each target group and locality; focus on propaganda and dissemination to cadres, civil servants, public employees, and workers performing disaster prevention and control tasks, and disaster prevention and control shock forces at the commune level.

2. Coordinate with the PCTT - TKCN Command Committee at the same level to propagate and raise public awareness of the law.disaster preventionto organize, deploy and implement appropriately and effectively at the locality and unit.

II. Deploying some key tasks

1. For the Provincial Steering Committee for Disaster Prevention and Control and provincial departments, branches, sectors and organizations

a) Provincial Steering Committee for Disaster Prevention and Control:

- Directing the Department of Agriculture and Rural Development (Standing agency of the Provincial Steering Committee for Disaster Prevention and Control):

+ Coordinate with departments and branches: Finance; Provincial Disaster Prevention and Control Fund and related units to advise the Provincial People's Committee to decide on the use of provincial budget reserves; Financial reserve fund; Disaster Prevention and Control Fund and other legal sources of the province to support the overcoming of natural disaster consequences in a timely, targeted and effective manner. In case the local budget balance exceeds the capacity, advise the Provincial People's Committee to report to the National Steering Committee on Disaster Prevention and Control.

+ Preside over and coordinate with the PCTT - TKCN Command Committees at all levels and sectors to organize training, drills, exercises and training for forces participating in natural disaster prevention and control and search and rescue activities; in which, focus on training on knowledge and skills and gradually equip necessary tools and means to ensure effectiveness and safety for the commune-level disaster prevention and control shock force when participating in performing tasks; guide and ensure policies for the commune-level disaster prevention and control shock force.

- Direct the People's Committees of districts, cities and towns to review and strengthen the PCTT - TKCN Command Board of agencies and units to ensure timely compliance with regulations.

b) Department of Agriculture and Rural Development (Standing agency of the Provincial Steering Committee for Disaster Prevention and Control)

- Coordinate with the Provincial Steering Committee for Disaster Prevention and Control and relevant departments, branches, sectors and localities to inspect and advise the Chairman of the Provincial People's Committee to issue emergency situations on natural disasters according to authority; announce and implement the Decision on emergency situations on natural disasters according to authority.

- Coordinate with relevant agencies and units to advise the Provincial People's Committee to issue detailed regulations and procedures, organize the implementation of emergency support for population relocation in accordance with local characteristics, ensuring timeliness and safety for people's lives, in accordance with regulations.

- Review and advise the Provincial People's Committee to strengthen the Provincial Steering Committee for Disaster Prevention and Control. Ensure resources and operating conditions for agencies and forces working on natural disaster prevention and control.

c) Department of Finance:Based on the development of natural disasters and the ability to balance the annual budget, coordinate with the Provincial Steering Committee for Natural Disaster Prevention and Control to advise the Provincial People's Committee to arrange funds from the provincial budget to carry out the work of preventing, responding to and overcoming the consequences of natural disasters, and policies (if any) in the province according to current regulations.

d) Department of Information and Communications:

- Coordinate with relevant departments, branches, sectors and localities to plan and organize the investment, construction and consolidation of information networks, equipment and technology for monitoring, transmitting and issuing early warning messages about natural disasters.

- Direct and guide press and media agencies and grassroots information systems: organize propaganda on disaster prevention and control work, including sending messages to forecast and warn of natural disasters in emergency situations via telecommunications networks; carry out information transmission according to authority with correct frequency, duration and level of natural disasters.

- Develop a plan to ensure smooth communication to serve the tasks of leadership, direction and command of PCTT - TKCN work, focusing on strengthening the communication system in coastal and mountainous areas.

d) Nghe An Newspaper, Provincial Radio and Television Station:Disseminate the Prime Minister's Directive Documents on natural disaster response, the National Steering Committee for Natural Disaster Prevention and Control, the National Committee for Incident Response, Natural Disasters and Search and Rescue; the Provincial People's Committee's Directive Documents on natural disaster response, the Provincial Steering Committee for Natural Disaster Prevention and Control, and natural disaster warnings from the North Central Region Hydrometeorological Station in a timely and proper manner.

e) Other provincial departments, branches, sectors and organizationsAccording to the functions and tasks, review, consolidate and assign specific tasks to members of the PCTT - TKCN Command Board of the unit.

2. For People's Committees of districts, cities and towns

- Review and strengthen the District-level Steering Committee for Disaster Prevention and Control. Direct the commune-level Steering Committee for Disaster Prevention and Control to review and strengthen the Commune-level Steering Committee for Disaster Prevention and Control in accordance with regulations. Ensure resources and operating conditions for agencies and forces working on natural disaster prevention and control.

- Implement, direct and guide the People's Committees at the commune level to assign, decentralize responsibilities and coordinate in responding to natural disaster risk levels in accordance with regulations.

- Directing the People's Committees at the commune level to build, consolidate, strengthen and improve the capacity of the commune-level disaster prevention and control shock force; focusing on training knowledge and skills and gradually equipping necessary tools and means to ensure the effectiveness and safety of the commune-level disaster prevention and control shock force when participating in performing tasks. Allocate local budgets, Disaster Prevention and Control Funds and mobilize other legal resources to serve training and ensure policies for the commune-level disaster prevention and control shock force.
