Nghe An Provincial People's Committee has just issued Official Dispatch No. 5562/UBND-NC on continuing to strengthen fire prevention, fighting, and rescue work for residential areas, households, and houses combined with production and business.
Recently, the prolonged extreme hot weather conditions have caused the fire and explosion situation across the country to become complicated.

In Nghe An, according to statistics, in the first 6 months of 2024, there were 34 fires in the province, causing no human casualties and property damage of about 18 billion VND; compared to the same period in 2023, the fire and explosion situation was basically contained, the number of fires decreased by 3 cases, and property damage decreased by 0.3 billion VND.
However, through monitoring, the number of fires related to family houses and houses for combined production and business in the past time still occurred frequently and accounted for a high proportion of the total number of fires in the whole province (in the first 6 months of 2024, 14/34 cases occurred, accounting for 41%).
In order to proactively deploy fire prevention, fire fighting and rescue measures (PCCC & CNCH), especially for residential areas, households, houses combined with production and business, and at the same time, strictly implement Official Dispatch No. 59/CD-TTg dated June 17, 2024 of the Prime Minister on the house fire in Hoang Mai district, Hanoi city and Bac Giang city, Bac Giang province, the Provincial People's Committee requests:

The leaders of the Provincial People's Committee will strictly handle the responsibilities of the heads of relevant agencies, units and localities if they allow facilities with high risk of fire and explosion to operate without ensuring fire safety conditions and allow fires and explosions to occur, causing serious consequences due to lack of leadership, direction, inspection, supervision or inadequate implementation of responsibilities within their management scope for fire prevention and fighting and rescue work as prescribed.
Promote propaganda work, build a movement for the whole population to participate in fire prevention and fighting, continue to build and replicate practical fire prevention and fighting safety movements and models such as: Movement "My house has a fire extinguisher"; Movement "Dismantle tiger cages, create a second escape route"; Model "Inter-family fire prevention and fighting safety group", "Public fire fighting point"...; recommend organizations and individuals to proactively learn and grasp legal knowledge on fire prevention and fighting, skills to handle fire and explosion situations, escape skills on the media, the Internet, and applications on smartphones.
Provincial Police
Continue to conduct a general review and inspection of apartment buildings, rental houses, and rental service businesses in the province. Based on the inspection results, handle or propose strict handling according to the law for establishments that exist, violate, or do not ensure fire safety conditions.
Direct the local police force to continue to advise and coordinate with the People's Committees at district and commune levels to organize fire safety inspections once a year for family housing and houses combined with production and business according to regulations. In particular, focus on checking and re-examining the fire safety conditions for types of houses with high potential risks of fire and explosion such as houses combined with production and business, kiosks trading in flammable and explosive goods.

At the same time, promote the replication of the model of "Fire Prevention and Fighting Safety Inter-family Group", "Public Fire Fighting Point", the movement of "dismantling tiger cages to create a second escape route"... focusing on localities with densely populated areas, key residential areas such as towns, market towns, and adjacent houses in the area; associated with promoting the building of a strong, effective, and substantial movement of the entire population participating in fire prevention and fighting in the province according to the motto "4 on-site".
Strengthening propaganda and dissemination of knowledge on fire prevention and fighting and search and rescue, focusing on direct training on fire prevention and fighting skills and escape for students, workers, fire prevention forces at facilities, households, business households and people in residential areas in appropriate and effective forms for each locality and subject.

Directing the Electricity units in districts, cities and towns to assign staff to "go to every alley, knock on every door" to inspect and guide people in managing and using electricity safely, immediately correcting the situation of using and installing electrical systems and equipment incorrectly, not ensuring safety to limit the risk of fire and explosion caused by electricity; at the same time, regularly checking and inspecting the systems, equipment, and electrical wires on electric poles at facilities and residential areas to prevent fires in systems and electrical wires on electric poles from spreading to neighboring areas, facilities and houses.

Preside over and coordinate with the Provincial Police to organize training on knowledge and skills on fire prevention, rescue, escape, and drowning prevention for staff, teachers, and managers in schools and students in educational institutions.

- Strictly implement state management of fire prevention and fighting and search and rescue according to regulations; organize fire prevention and fighting and search and rescue safety inspections for residential areas, households and facilities in Appendix IV of Decree No. 50/2024/ND-CP dated May 10, 2024 of the Government; strictly handle violations according to law.

- Focus on comprehensively reviewing urban areas and residential areas to completely resolve the situation of family houses, houses combined with production and business, multi-storey houses, townhouses, tube houses, kiosks, small production and business establishments with only 1 escape route or tiger cages (iron cages, iron nets on balconies and loggias), requiring these establishments to immediately open a second escape route and an emergency escape route to meet the requirements for timely escape when a fire or explosion occurs.
- Direct the Civil Defense force, forces participating in protecting security and order at the grassroots level, the Commune, Ward and Town Police to strengthen patrols to ensure security and order, detect and extinguish fires promptly (especially at night); review, develop and organize fire fighting drills for residential areas in the area, ensuring readiness of forces and means to effectively handle possible fire and explosion situations.
- Continue to review and replicate the model of Inter-family Fire Safety Teams, ensuring that 100% of houses for residence combined with production and trading of flammable and explosive goods and adjacent to each other in the area must participate in the Inter-family Fire Safety Team; continue to strongly and simultaneously launch the movement "My house has a fire extinguisher", research and include the implementation results of the movement "My house has a fire extinguisher" as one of the criteria for evaluating and awarding the titles "Cultural Family", "Cultural Village", "Cultural Village", "Cultural Hamlet", "Cultural Neighborhood"...
Regularly monitor and inspect the implementation of the People's Committees of communes, wards and towns to promptly commend and reward units and individuals who effectively implement fire prevention and fighting and search and rescue work, and at the same time rectify, criticize and strictly handle cases of collectives and individuals who lack responsibility in implementation, loosen management and cause fires and explosions that cause serious damage due to subjective reasons.
