Nghe An: Continue to improve and enhance the operational efficiency of the Provincial Public Administration Service Center and One-Stop Departments at all levels
(Baonghean.vn) - That is one of the contents of the Report of Working Group 2416 (Working Group established by the Provincial People's Committee in Decision No. 2416/QD-UBND to promote administrative reform, improve the investment and business environment and foreign investment cooperation) on key tasks in February 2023.
According to the report, some of the results achieved by the Provincial People's Committee Office - the Standing Agency of the Working Group are as follows:
- Direct the Provincial Public Administration Service Center to continue reviewing and proposing solutions to improve the quality of service to organizations and citizens of State agencies and cadres, civil servants and public employees. Strengthen propaganda, guidance and support for people and businesses to submit documents online and effectively use public postal services. The center's operations are stable, ensuring that they are not affected by the Lunar New Year schedule. The work of receiving documents and returning results of administrative procedures is ensured to be carried out smoothly and in accordance with regulations, and the number of overdue documents is reduced.

The Center has coordinated with the Provincial Police and related units to set up a model of online public service points at the center and assigned officers and civil servants to support and guide people to submit documents online and return administrative procedure results via public postal services. The Center promptly completed the review and arrangement of file data to prepare for digitalization according to Decree No. 45/2020/ND-CP dated April 8, 2020 of the Government on performing administrative procedures in the electronic environment, Decree No. 107/2021/ND-CP dated December 6, 2021 of the Government amending and supplementing a number of articles of Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementing the one-stop and one-stop mechanism in handling administrative procedures.
During the month, the center received and processed 22,806 applications, of which 18,381 were newly received and 4,425 were transferred from the previous period, specifically:
+ 18,192 files have been resolved, of which 18,069 files were resolved on time or before deadline (99.3%); 127 files were resolved late (0.7%);
+ Files being processed: 4,535 files, of which: Within the processing period: 4,486 files, overdue: 49; Files returned or withdrawn by people and businesses: 54 files; Files awaiting additional information: 58.
+ The number of records received via online public services is: 5,201 records, a rate of 22.8%. Units with a large number of records received online include the Departments of Industry and Trade (2,654/3,001, a rate of 88.44%); Planning and Investment (1,262/1,485, a rate of 84.98%); Health (263/712, a rate of 36.94%); Finance (39/53, a rate of 73.58%), or the Department of Transport with a relatively large number of online records compared to the general level (559 records).
+ Number of files of interconnected procedures under the decision-making authority of the Provincial People's Committee and the Chairman of the Provincial People's Committee (through the Provincial People's Committee Office): 44 files, of which: 35 files have been resolved; 25 files have been handed over to return results; 10 files have been handed over but have not yet been handed over to return at the Provincial Public Administration Service Center.
+ Number of uses of public postal services: 5,103 times, including home submission and return of results services.
- Continue to coordinate with departments, branches and sectors with administrative procedures performed at the Provincial Public Administration Service Center to review and compile statistics on administrative procedures under their jurisdiction to link the digitization of records, documents and results of administrative procedure settlement with the process of receiving and processing administrative procedures at the Provincial Public Administration Service Center. Up to now, 100% of administrative procedure records received at the center have been digitized.
- Continue to advise the Provincial People's Committee to deploy tasks according to Plan No. 78/KH-UBND dated January 28, 2022 on implementing Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 in Nghe An province, focusing on guiding the digitization of records and results of handling administrative procedures; Plan No. 771/KH-UBND dated November 7, 2022 on implementing a number of key tasks of Project 06 of the Government in Nghe An province; standardizing, connecting, integrating, sharing results of handling administrative procedures, lists of documents, administrative procedure records on the National Public Service Portal; Instruct people and businesses on the benefits of using online public services; actively apply information technology, digital transformation, and use digital data to contribute to creating efficiency in handling administrative procedures, improving competitiveness, and creating new breakthroughs in the province's socio-economic development.(Results from December 16, 2022 to January 15, 2023).
The report also highlights key tasks for February 2023:
1. On administrative procedure reform:
- Departments, branches, sectors, district and commune People's Committees continue to review, evaluate and propose simplification of dossier components and implementation procedures. Continue to improve and enhance the operational efficiency of the Provincial Public Administration Service Center and One-Stop-Shop Departments at all levels.
- Strictly implement publicity and transparency in receiving and handling administrative procedures, ensuring that 100% of administrative procedures are announced, disclosed fully and on time, and 100% of administrative procedure files received and handled at agencies and units are monitored for processing status on the Provincial Administrative Procedure Handling Information System so that people and businesses can monitor and evaluate the implementation process.
- Continue to strengthen discipline and administrative order, inspect and promptly handle acts of harassment, negativity, arbitrarily setting up administrative procedures that are not in accordance with regulations or repeatedly being delayed.
2. On improving the business investment environment and foreign investment cooperation:
- Departments, branches and units according to their functions and tasks: Proactively synthesize recommendations from organizations and individuals according to their assigned functions and tasks to promptly handle them within their authority; promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee on matters beyond their authority for timely consideration, resolution and removal of obstacles and difficulties for organizations and individuals.
- Provincial People's Committee Office:
+ Advise the Provincial People's Committee to issue programs and action plans for Administrative Reform and Administrative Procedure Control in 2023.
+ Continue to advise the Provincial People's Committee to innovate the implementation of the one-stop shop and one-stop shop mechanisms in handling administrative procedures in a direction that is not dependent on administrative boundaries; carry out digital transformation in management activities, provide public services, change administrative management methods from traditional to modern, associated with digitalization and use of digitalized results of records, papers, and results of handling administrative procedures to improve service quality, increase labor productivity, contribute to the formation of digital citizens and digital enterprises in building e-government and digital government.
+ Advise the Provincial People's Committee to invest in purchasing equipment for the Commune-level One-Stop Department to ensure the implementation of tasks as required by Decree 107/2021/ND-CP, Project 06...
- Department of Natural Resources and Environment:
Focus on inspecting slow-progressing projects in the whole province according to Decision No. 3088/QD-UBND dated October 10, 2022 of the Provincial People's Committee.
- Department of Transport:

+ Focus on directing the development of disbursement plans for projects, seriously, resolutely and effectively implementing tasks and solutions to promote disbursement of capital allocated in 2023 to ensure a 100% disbursement rate.
+ Focus on completing the project to hand over and put into use the Coastal Road Project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section Km76 - Km83-t-500, Muong Xen - Ta Do - Khe Kien road section Km7 - Km26.
+ Complete procedures and organize contractor selection for the Construction Package of the headquarters of the Traffic Inspectorate Team of Region 2, Consulting Package for survey and design of construction drawings for the Nam Dan Town Bypass Project, Consulting Package for establishing the Project for constructing an electrical system to decorate the Cua Hoi Bridge across the Lam River.

The Department continues to actively and proactively coordinate with other investors to implement projects in the province: North-South Expressway, Eastern section through Nghe An province; Vinh International Airport (parking lot, terminal T2, etc.), Cua Lo Port (berths 6, 7, 8, etc.), Nghi Thiet deep-water port, upgrading and renovating essential works of the Vinh - Hanoi railway line; ODA projects, rural roads, bus stations, etc.
