On the afternoon of August 15, the Provincial People's Committee held a conference to summarize the pilot project of building high-quality key high schools in Nghe An province, period 2019-2023.
Attending the conference were comrades: Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Thai Van Thanh - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training; leaders of relevant departments, branches and sectors, and representatives of schools selected for construction.High quality key high school.

Speaking at the opening of the conference, Director of the Department of Education and Training Thai Van Thanh said: The construction of a model of high-quality key secondary schools aims to achieve the noble goal of building locomotives to lead and promote education in the region. That is why, in the first 4 years, the province has piloted the model at 14 schools, including 9 secondary schools and 5 high schools with groups of schools in the plains, groups of schools in the mountainous areas and groups of specialized schools.

The Director of the Department of Education and Training also said that, in addition to the key quality, Nghe An is aiming to improve the quality of comprehensive education, especially improving the quality of education in mountainous districts. Therefore, from the model of high-quality key schools, it will contribute to promoting the gradual development of education in the whole province.
Previously, on May 23, 2019, the Provincial People's Committee issued Plan No. 306/KH-UBND on piloting the construction of high-quality key secondary schools in Nghe An province, period 2019-2023..After 4 years, 11/14 schools have met all the criteria according to Plan No. 306/KH-UBND. There are 3 schools that have not met some criteria (ratio of English teachers with C1 level; ratio of high school students with B1 English certificate; multi-purpose hall). The quality of education at the pilot schools is always ranked among the top in the province in all fields. The number of students achieving International English Certificates and International IT Certificates each year is higher than the previous year.

The report of the Department of Education and Training also shows that the implementation of the high-quality key school model has contributed to enhancing innovation in teaching and learning methods, creating conditions for teachers to innovate teaching methods and students to develop skills.
The initial success of the model has created conditions for a number of educational institutions to become pioneers, core factors, and leaders in implementing the new General Education Program; creating a ripple effect and positive influence on high schools in the province, making an important contribution to the successful implementation of the province's educational goals. At the same time, contributing to the innovation of educational content, methods, and forms of organization; creating a premise for the gradual implementation of the autonomy mechanism in the operations of public service units.

At the conference, delegates also pointed out some current difficulties, such as the implementation of the enhanced English program is still slow, so the teaching time in some schools is not guaranteed according to the plan. The program of teaching Math and Natural Sciences in English is facing many difficulties in implementation. Some high schools have not been able to implement programs or clubs to develop artistic talents.

The implementation of innovation in teaching methods and forms of organization is not uniform in all subjects and lessons. Although STEM education methods have been implemented in Math, Physics, Chemistry, Biology, Information Technology, and Technology, they are not widespread. Some facilities do not meet teaching requirements...
Concluding the conference, comrade Bui Dinh Long said that after 4 years of implementation, the pilot model of high-quality key schools has met expectations. On the province's side, he acknowledged the efforts of the education sector, which has been very concerned and issued many mechanisms and policies despite many difficulties, helping to effectively implement the plan.

The pilot implementation of the high-quality key school model is the basis for the province and localities to issue their own mechanisms and policies for education, and the basis for schools to mobilize resources and improve quality.
In the coming time, Vice Chairman of the Provincial People's Committee Bui Dinh Long requested the Department of Education and Training to complete the summary report and report to the Provincial People's Committee so that the Provincial People's Committee can give opinions on expanding the construction of key schools.
At the same time, continue to advise the Provincial People's Committee to have instructions for implementation, in which, pay attention to removing difficulties and obstacles that localities and schools have raised and recommended. The industry must integrate the models being implemented, to both promote efficiency and focus on leadership and direction.

With related departments and branches according to their functions and tasks, they need to coordinate with the Department of Education and Training to effectively implement the proposed plan. Localities also need to determine that investment in education is for the present and the future. Therefore, if good investment is made now, it will create an impression, reap results and there needs to be a solution to replicate the pilot model locally.

On this occasion, the Provincial People's Committee awarded Certificates of Merit to 7 units with outstanding achievements in implementing the pilot project of high-quality key high schools in the period 2019 - 2023.
14 schools selected to pilot high-quality key high schools include:
+Secondary level (9 schools) including: Dang Thai Mai Secondary School (Vinh city); Cao Xuan Huy Secondary School (Dien Chau); Ho Xuan Huong Secondary School (Quynh Luu); Hoa Hieu 2 Secondary School (Thai Hoa town); Nguyen Trai Secondary School (Tan Ky); Ton Quang Phiet Secondary School (Thanh Chuong); Anh Son Secondary School (Anh Son); Bach Lieu Secondary School (Yen Thanh) and Ly Nhat Quang Secondary School (Do Luong).
+High school level (5 schools) including: Phan Boi Chau High School for the Gifted, Provincial Ethnic Minority High School, Nguyen Duy Trinh High School, Do Luong 1 High School and Quy Hop High School.
Implementing the policy of pre-investment and creating favorable conditions for schools to pilot the program, from the 2019-2020 school year to the 2022-2023 school year, the Provincial People's Committee and the Department of Education and Training have paid attention to allocating funding from the budget, combining sources from the national target program to support and improve facilities for schools. The total funding allocated in advance from the budget for schools is nearly 283 billion 659 million VND.
