(Baonghean.vn) - On October 11, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue Nguyen Duc Trung signed Official Dispatch No. 36/CD-UBND on proactively responding to storms and floods.
Typhoon Kompasu is a strong storm, moving fast, the strongest wind at sea can reach level 10-11, gusting to level 13 and has a high possibility of directly affecting the mainland, causing strong winds and heavy rain in the North Central region. There is a high risk of flash floods, landslides in mountainous areas and localized flooding in low-lying areas and along rivers.
This is the situationnatural disasterIt is very dangerous while the Covid-19 epidemic is still complicated, many people are moving from the southern provinces to the north through areas at risk of being affected by storms, floods, inundation, and landslides.
Toproactive responseIn order to prevent and control natural disasters, limit damage, and protect people's lives, the Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue (PCTT - TKCN) requests: the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue; the Provincial Military Command; the Provincial Border Guard Command; the Provincial Police; provincial departments, branches, sectors, and organizations; the People's Committees of districts, cities, and towns; and the Irrigation and Hydropower Companies in the province to strictly implement the following tasks:

1. Strictly implement the contents of Official Dispatch No. 1323/CD-TTg dated October 10, 2021 of the Prime Minister on proactively responding to storms and floods; Official Dispatch No. 32/CD-UBND dated October 8, 2021 of the Provincial People's Committee on proactively deploying response work to storms and floods;
3. Directing the organization to ensure safety on land
- Review and be ready to deploy response plans for storms, floods, flash floods, and landslides in accordance with specific local conditions, especially plans to relocate and evacuate people in dangerous areas (paying attention to Covid-19 prevention and control); prepare forces, means, and essential equipment according to the "4 on-site" motto to proactively respond, especially in areas where flooding and landslides have occurred, and be ready for situations that cause local separation and isolation.
- Deploy measures to protect production, dykes, dams; arrange forces, materials, machinery and equipment to be ready to respond and handle situations when they occur.
- Control, guide, and divert traffic, especially through culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes.
- Proactively deploy forces and means in areas at risk of flooding, flash floods, and landslides, especially areas where incidents have occurred, to promptly evacuate people, rescue, and overcome consequences.
4. North Central Region Hydrometeorological Station: Closely monitor, forecast,warning, timely information on developments of tropical depressions, storms, floods, flash floods, landslides so that relevant agencies and people know and proactively deploy response measures.
5. Department of Industry and Trade: Directs hydropower reservoir owners to strictly implement regulations on dam safety management and inter-reservoir operation procedures; closely coordinates with local authorities to promptly provide information and ensure safety for people, especially in emergency flood discharge situations; inspects safety assurance work for mineral exploration and exploitation activities and power grid system safety;
6. Department of Agriculture and Rural Development: Directs the work of ensuring the safety of dams, irrigation works, especially weak dams, full dams, works under construction and repair; harvests rice and crops with the motto "green house is better than old field", protects agricultural production.
7. Department of Transport: Directing the workcontrol, guide traffic at culverts, spillways, and deeply flooded areas, arrange forces, materials, and vehicles to promptly handle incidents, and ensure smooth traffic on main traffic routes.
8. Provincial Military Command, Provincial Border Guard Command, Provincial Police: According to their functions and tasks, direct units to review response plans, be ready to deploy forces and means to support rice and crop harvesting, evacuate and relocate residents, search and rescue, respond to and overcome the consequences of storms and floods when requested; coordinate with local authorities and relevant departments and branches to direct and deploy support plans, ensuring safety for people moving from the southern provinces to the northern provinces due to the impact of the Covid-19 epidemic.
9. Nghe An Newspaper, Provincial Radio and Television Station and press agencies increase the time and report promptly on developments of tropical depressions, storms, floods and response work so that people know and proactively prevent and avoid them.
10. The Provincial Steering Committee for Natural Disaster Prevention and Control closely monitors developments of tropical depressions, storms, floods, landslides, and flash floods to proactively direct the implementation of response measures appropriate to actual developments, ensuring timeliness, effectiveness, and damage limitation, focusing on ensuring the safety of people's lives.
Request provincial departments, branches, sectors, unions; People's Committees of districts, cities, towns and relevant agencies and units to seriously implement; report results to the Provincial Steering Committee for Disaster Prevention and Control (through the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue) for synthesis and reporting according to regulations.
