Nghe An organizes to collect opinions on amending and supplementing the 2013 Constitution
Thirteen delegates participated in giving opinions on amending and supplementing 8 articles of the 2013 Constitution, focusing on clarifying the role of the Vietnam Fatherland Front and political and social organizations, and member organizations.

On the morning of May 16, the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province held a conference to collect comments on the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution. Comrades: Nguyen Duc Thanh - Standing Vice Chairman of the Vietnam Fatherland Front Committee of Nghe An province; Truong Thiet Hung - Vice Chairman of the Vietnam Fatherland Front Committee of Nghe An province chaired the conference.

The 2013 Constitution has 11 chapters and 120 articles. According to the draft resolution, it is required to amend and supplement 8 articles of the Constitution; including Article 9; Article 10; Clause 1, Article 84; Article 110; Clause 2, Article 111; Clause 2, Article 112; Clause 1, Article 114; Clause 2, Article 115; Article 2 includes 3 clauses regulating the effective date and transitional provisions.
Amending the Constitution in accordance with the policy of streamlining and streamlining the apparatus
At the conference, the delegates' comments all affirmed their agreement on amending and supplementing the Constitution in line with the policy of streamlining and streamlining the apparatus of the political system, with the scope of amendment focusing on the provisions of the 2013 Constitution on the Vietnam Fatherland Front, socio-political organizations and the demarcation of administrative units and local government organizations; at the same time, fully, specifically and strictly regulating, enhancing the role, responsibility and effectiveness of organizations and sectors in the political system.

Agreeing on the structure and content of the amendments and supplements, the opinions also gave specific comments on each article that was requested for amendments and supplements. Some delegates were concerned and suggested that the concept of “part” in Article 9 should be considered: “The Vietnam Fatherland Front is a part of the political system of the Socialist Republic of Vietnam, led by the Communist Party of Vietnam…”. If the concept of “part” is used, it will not reflect the role of the Vietnam Fatherland Front in the political system.

Delegates also expressed their high agreement with the draft resolution amending and supplementing Article 9 of the Constitution, clearly stating that five organizations: Vietnam Trade Union, Vietnam Farmers' Union, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, and Vietnam Veterans' Association are socio-political organizations under the Vietnam Fatherland Front, established on a voluntary basis, representing and protecting the legitimate and legal rights and interests of their members.

At the same time, Article 10 of the Constitution also adds to the role of the Trade Union organization when it stipulates that the Vietnam Trade Union organization is both the representative of workers at the national level in labor relations and further enhances the role of international relations on trade unions.
However, some delegates suggested that it is necessary to add content on the right to participate in supervision, social criticism and organizing emulation movements among workers. This has been implemented very well by the Trade Union in practice and has been recognized by businesses.

Some opinions also suggested clarifying the relationship between the Fatherland Front and socio-political organizations and member organizations; proposing research on the People's Police Veterans Association as a socio-political organization or integrating it into the Veterans Association.
Delegates also gave specific comments on Article 84 with the recommendation that it is necessary to clearly stipulate the authority to submit draft laws and ordinances to the National Assembly and the National Assembly Standing Committee. Regarding Article 110, it is necessary to more clearly stipulate the adjustment of administrative boundaries and local governments according to the provisions of the Constitution; and to add provisions on collecting public opinions on the establishment, separation, dissolution, and adjustment of administrative boundaries.

Many delegates commented on Article 115, suggesting that the responsibilities and powers of People's Council delegates to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy at all levels be supplemented, in order to promote democracy and help agencies promptly amend and improve the performance of their duties and tasks. This is very important, otherwise it would be a "blank spot" to ensure the improvement of the quality of activities...
Spread the responsibility of contributing ideas to build the Constitution among all people
Speaking at the conference, on behalf of the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province, comrade Nguyen Duc Thanh - Standing Vice Chairman of the Vietnam Fatherland Front Committee of the province acknowledged and highly appreciated the spirit of responsibility in researching and contributing ideas to build the Constitution of the delegates.

Affirming that the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province will fully synthesize all comments and suggestions to send to competent authorities for acceptance, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Nghe An province Nguyen Duc Thanh also hopes that delegates will continue to study and spread awareness and responsibility for contributing to the construction of the Constitution throughout society to promote the right to mastery and arouse the spirit of responsibility to contribute to building and protecting the Fatherland among all classes of people.
