Nghe An implements solutions to reduce the rate of illegal workers in Korea
(Baonghean.vn) - Voters in some localities requested the Provincial People's Committee to pay attention to the situation of workers in the province being stopped from going to work in Korea and to take measures to bring illegal workers back so that other workers have the opportunity to work.
The Department of Labor, Invalids and Social Affairs responds to this issue as follows:
a) Results of implementing solutions to reduce the rate of illegal workers residing in Korea:
- The Department of Labor, Invalids and Social Affairs has advised the Provincial People's Committee to issue 6 documents to thoroughly grasp and direct sectors and authorities at all levels in the province to implement measures to reduce the rate of Nghe An workers residing illegally in Korea and issue 10 documents to guide, urge and implement. Coordinate with the Department of Overseas Labor Management, the Overseas Labor Center organized 10 conferences and 02 seminars on Radio and Television to propagate and mobilize Nghe An workers working in Korea whose contracts have expired to return home on time.

- Districts, cities and towns have proactively issued many directive and propaganda documents and taken measures such as: Publicly posting at the headquarters of the People's Committees of communes, wards, towns and hamlets the list of workers whose contracts have expired and who have not returned home, who have stayed and worked illegally; the list of workers whose contracts are about to expire and are preparing to return home; mobilizing workers' families to commit to encouraging their relatives to return home on time; propagating on the radio about preferential policies and sanctions prescribed by the State.
- In 2012, 234/788 workers were mobilized to return home on time, reaching a rate of 29.7%; the number of workers whose contracts expired but did not return home, stayed and worked illegally was 554/788 workers, accounting for 70.3%. In 2013, 603/1,110 workers were mobilized to return home on time, reaching a rate of 54.32%; the number of illegal residents decreased to 507/1,110 workers, accounting for 45.68%. In 2014, 85/172 workers were mobilized to return home on time, reaching a rate of 49.42%; the number of illegal residents was 87/172 workers, accounting for 50.58%. |
b) Some limitations and difficulties:
- Although all levels, sectors and mass organizations have implemented many positive solutions, the rate of workers whose contracts have expired, who do not return home, who stay and work illegally remains high.
- Some grassroots localities have not actively paid attention to leadership, direction, and organization of solutions to reduce the number of workers whose contracts have expired and who do not return home on time.
- Management and monitoring of illegal workers who have returned home and workers who have returned home on time face many difficulties because most workers return home directly to their families without reporting to local authorities.

c) Some key tasks and solutions in the coming time:
- Continue to widely disseminate information on mass media, publicly post at the People's Committee headquarters and announce through loudspeakers in communes, wards and towns the list of workers whose contracts have expired illegally and the list of workers whose contracts are about to expire for the people to know. At the same time, request families to encourage their children working in Korea to return home on time; condemn the behavior of workers in Korea who do not return home on time. Request mass organizations (Fatherland Front, Veterans Association, Youth Union, Women's Union, Farmers' Association, etc.) to join in implementing this content well.
- Strengthen state management of labor export in the area; strictly handle violations of labor export activities according to the provisions of law, especially violations in the field of sending workers to work in Korea under the EPS Program.

- Direct and coordinate with local authorities and mass organizations to continue organizing conferences to propagate and mobilize workers to return home on time in 2016.
- Direct and coordinate with competent authorities to organize the enforcement of administrative penalty decisions of competent authorities against employees whose contracts have expired and who do not return to the country, stay and work illegally according to the provisions of Decree No. 95/2013/ND-CP of the Government.
- Annually, include the target of mobilizing workers to return home on time in the evaluation and emulation classification criteria for the People's Committees of local communes, wards and towns.
- Recommend relevant central ministries and branches to coordinate with Korean authorities to review and impose strict sanctions on employers who condone or illegally employ workers and workers whose labor contracts have expired but do not return to the country, stay and work illegally.
