The policy of teaching 2 sessions/day will be implemented from the 2025-2026 school year for all levels. In Nghe An, the implementation will be flexibly organized according to each locality and school.

On August 11, the Department of Education and Training issued Document 2256/SGD&DT – GDTrH on guidelines for organizing 2 sessions/day for secondary education in the 2025-2026 school year.
Accordingly, teaching 2 sessions/day to implement the 2018 General Education Program ensures flexibility, efficiency, and development of students' qualities and abilities.
In addition, to improve the quality of comprehensive educational activities in Morality - Intelligence - Physicality - Aesthetics. From there, forming awareness and lifelong learning habits, building a healthy and safe educational environment, ensuring fairness in access to education.
To implement 2-session teaching/day, the Department requires effective implementation of the objectives of the General Education Program, ensuring the duration of teaching subjects and organizing educational activities; not causing overload, suitable for students' psychology and health; ensuring the rights, meeting the needs and aspirations of students, suitable for the actual conditions of the school and locality...
According to the Department's instructions, the teaching content of 2 sessions/day is flexibly arranged, including:session1. Organize teaching of the General Education Program content, subjects and educational activities.
Session 2will carry out 2 contents, including: Reviewing and tutoring students who have not met the requirements of the program; nurturing excellent students; organizing review for students to take the entrance exam to grade 10 and high school graduation exam.

In addition, it is possible to organize scientific and technical research activities, career education, experiential activities, STEM/STEAM education, reading culture education, school culture, career counseling, volunteer activities; ethics education, life skills education, financial education, traffic safety knowledge education; digital literacy education, artificial intelligence (AI), foreign languages, sports, culture, arts and other educational content according to regulations, meeting the needs, interests and talents of students...
Ensure conditions for teaching
In the Department's opinion, although the organizationteach 2 sessions/daybut it is not necessary to fix session 1 in the morning and session 2 in the afternoon. Students study at least 5 days/week, maximum 11 sessions/week, each day no more than 7 periods, each period 45 minutes.
The implementation process can arrange the teaching content of the first and second sessions of the week equally; be flexible in the number of periods between the two sessions of the day to suit the school's conditions, suitable in the number of periods of each subject in 1 day, not creating pressure for students.

In addition, teaching content can be arranged according to students' wishes into separate sessions for students' convenience, with each student studying no more than 11 sessions/week.
In order to prepare for teaching 2 sessions/day, the Department requires schools to arrange teachers with appropriate training expertise to teach the subjects; prioritize teachers with appropriate expertise to organize experiential activities, career guidance, and local educational content according to the knowledge content flow, according to the prescribed topics.
Particularly for secondary school level, educational institutions proactively propose the need to arrange teachers to teach inter-school in each commune and ward to overcome the local surplus or shortage of teachers and to organize teaching 2 sessions/day.
Schools can also contract teachers to temporarily overcome local teacher shortages in some educational institutions; invite experts, artisans, artists, professional athletes, etc. to participate in organizing educational activities.

Regarding facilities, in case of not being guaranteed, it is possible to propose the need to use local cultural institutions, other facilities (especially surplus facilities after the merger) suitable for organizing 2-session/day teaching.
During the implementation process, the Department also requested that communes and wards organize propaganda so that the community and parents of students in the area are clearly aware of the goals of the policy of teaching 2 sessions/day.
The People's Committees of communes and wards also need to review local cultural institutions and other facilities (especially surplus facilities after the merger), and have plans for educational institutions to use appropriately in organizing the implementation of school education plans.
Regarding the organization of teaching 2 sessions/day, in an exchange with Nghe An Newspaper and Radio and Television, Mr. Nguyen Tien Dung - Head of Secondary Education Department - Department of Education and Training said that the policy of teaching 2 sessions/day is implemented by the Party and State from the 2025-2026 school year nationwide. On the local side, based on the conditions of facilities, finance, teachers, it will be implemented according to the roadmap.
In fact, in the 2 teaching contents, content 1 includes reviewing and tutoring students who have not met the program requirements, nurturing excellent students; organizing review sessions for students to take the 10th grade entrance exam and high school graduation exam, which have been implemented by schools in Nghe An province since the previous school year, completely free of charge.
Regarding the second content, the implementation must be carried out voluntarily and depend on the actual situation in schools and no additional fees must be collected from students.
