Vinh City provides financial compensation to maintain 2 sessions/day of teaching for primary school students.

This is the affirmation of the Department of Education and Training of Vinh city after there was much information that primary schools will have afternoon breaks and will no longer teach 2 sessions/day.

Maintain a stable school year schedule

Previously, many parents with children studying at primary school in Vinh city expressed concern when receiving information that Vinh city would stop teaching in the afternoon.

A parent shared: I have a child studying in grade 3 in the city and these past few days in the parent group they said that because of the implementationCircular 29So the school will no longer teach in the afternoon. If there are no more 2 sessions/day, my family does not know how to manage because both husband and wife work all day, and both parents live far away. If the child stays at home, there will be no one to look after or teach him.

Previously, Vinh city has maintained 2 sessions/day teaching for many years. Notably, unlike many other localities, in parallel with 2 sessions/day teaching, all schools in Vinh city organize boarding with a very high registration rate of 80 - 90%.

This solves the difficult problem for parents and schools in organizing teaching and learning. Due to the nature of primary school not collecting tuition fees, schools have long collected additional fees for afternoon teaching based on Decree No. 31/2020/NQ-HDND dated December 13, 2020 on regulations on the maximum collection of service fees to serve and support the school's educational activities with a collection rate of 60,000 VND/student/month to compensate for the shortage of teachers (paying for contract teachers or teachers with extra hours).

Implementing Circular 29, from February 14, the city will stop collecting tuition fees from parents and students, ensuring 32 periods/week (2 sessions/day). This is also the reason why many parents are worried that if the fee is stopped, teaching will no longer be organized.

Responding to this issue, Ms. Hoang Thi Phuong Thao - Head of the City's Department of Education and Training said: Up to this point, all schools in Vinh city are still organizingteach 2 sessions/day(32 periods/week). For the newly merged schools in Vinh city belonging to Cua Lo and Nghi Loc towns (formerly), the number of teaching periods will be reduced to 30 periods/week. However, these schools still teach 2 sessions/day so as not to disrupt the school's teaching plan and help parents not to worry too much about picking up and dropping off their children.

Provide compensation to avoid collecting fees from students

Regarding the implementation of Circular 29 for primary schools, recently on social networks appeared a recording of the opinion of a primary school teacher at Ha Huy Tap 2 Primary School (Vinh City) about the Department of Education and Training requiring the school to teach for free without collecting fees from students. Some teachers at Hung Binh Primary School (Vinh City) and other primary schools in the area are also concerned about this issue.

It is known that in the whole Vinh city, the average teacher/class ratio is 1.4 teachers/class. In which, the majority of schools have a ratio of 1.39 teachers/class or more.

In addition, currently there are only a few schools with a teacher ratio of less than 1.39 teachers/class including Ha Huy Tap 1 Primary School, Nghi An Primary School (1.31 teachers/class), Hung Chinh Primary School (1.33 teachers/class); Trung Do Primary School (1.34 teachers/class), Hong Son Primary School (1.348 teachers/class), Hung Dung 2 Primary School, Ha Huy Tap II Primary School (1.36 teachers/class), Hung Binh Primary School (1.378 teachers/class).

Previously, after Circular 29 was issued on February 13, the Department of Education and Training issued Document No. 267/SGD&DT-GDTH on the implementation of teaching and learning in the second semester of the 2024-2025 school year at the primary level, requesting schools to deploy their education plans for the 2024-2025 school year, promptly adjust and supplement in accordance with the above documents.

This document also recommends that schools effectively implement the education plan with a duration of 32 periods/week for all grades. For schools that do not have enough teachers, priority should be given to arranging 32 periods/week for grades 4 and 5 to help students complete the primary education program and confidently enter secondary school.

The Department's document also proposed a plan to provide additional funding for primary schools that do not have the minimum ratio of 1.39 teachers/class so that schools can implement the 32-period/week teaching program without having to collect money from students.

To clarify this content, the leader of the Primary Education Department - Department of Education and Training said: According to current regulations, each primary school teacher must teach 23 periods/week (not including part-time periods). Therefore, if teaching 32 periods/week, we calculate that schools must ensure a ratio of 1.39 teachers/class.

Based on this document of the Department of Education and Training, with the current teacher ratio of Vinh city (before merging with Cua Lo and Nghi Loc towns), basically most schools have enough teachers according to regulations. The remaining schools (including Ha Huy Tap 1 Primary School, Nghi An Primary School, Hung Chinh Primary School; Trung Do Primary School, Hong Son Primary School, Hung Dung 2 Primary School, Ha Huy Tap II Primary School, Hung Binh Primary School), according to the plan, the Department of Education and Training will coordinate with the Department of Internal Affairs, the Department of Finance - Planning to advise the City People's Committee to compensate for expenses so as not to collect money from parents.

As for the newly merged schools from Cua Lo and Nghi Loc towns, due to the lack of teachers to teach 32 periods/week, the schools will only teach 30 periods/week, according to the teacher quota. In the coming time, when the city has more staff, it will supplement the schools that are lacking or transfer some secondary school teachers from some schools that have surplus to teach primary school subjects such as English, IT, Fine Arts, Music, etc.

Regarding the staffing of 1.39 teachers/class and the regulation of 23 periods/week for primary school teachers, Ms. Hoang Phuong Thao said that currently many schools are concerned because in reality, although the regulation stipulates that each primary school teacher teaches 23 periods/week, there are currently many teachers who are holding concurrent positions such as homeroom teacher, group leader, deputy group leader, union president... and will be deducted a number of periods according to the regulation.

However, based on Consolidated Document 03/VBHN - BGD DT dated June 23, 2017, Circular promulgating regulations on working regime for general teachers and based on the current actual situation, the City Education Department has instructed on how to calculate the actual number of teaching periods of each teacher to ensure 23 periods/week.

For part-time classes, if they are considered as overtime classes, the unit will pay from the budget according to the instructions of Joint Circular No. 07/2013/TTLT - BGD DT - BNV - BTC dated March 8, 2013 guiding the implementation of the overtime pay regime for teachers in public educational institutions.
