Nghe An and Thanh Hoa provinces have achieved 100% of their targets for electronic fuel invoices.

Electronic invoices for each fuel sale are mandatory. In Nghe An and Thanh Hoa provinces, this target has already reached 100%.

Automatic connection is a solution that automatically records data and information for each sale, transmitting it from the fuel dispenser to a computer connected to the Internet to issue electronic invoices for each sale and transfer electronic invoice data to the tax authorities regardless of whether the customer requests an invoice or not.

According to reported data, as of March 15, 2025, 100% of gas stations operating in both Nghe An and Thanh Hoa provinces under the management of Tax Sub-department X have completed the target of applying the automatic connection solution to issue electronic invoices as directed by the Government, the Ministry of Finance, and the Tax Department.

For example, research shows that Nghe An Petroleum Company (Petrolimex Nghe An) has 670 gas stations in Nghe An province. The company sells 831,000 cubic meters of fuel annually.3Domestic petroleum products, of which 315,000m³3in Nghe An province, 447,000m3areas of Thanh Hoa, Quang Binh, and Ha Tinh provinces and 9,000m3to Laos. In 2024, Nghe An Petroleum Company paid 660 billion VND in taxes, and in the first two months of 2025, it paid approximately 125 billion VND in taxes.

To date, for Petrolimex, obtaining invoices from customers when purchasing gasoline is only a requirement once sales data is connected to the tax authorities. However, for other petroleum businesses, the failure to obtain invoices from customers still affects budget revenue.

According to Point i, Clause 4, Article 9 of Government Decree No. 123/2020, the time for issuing electronic invoices for petroleum products at retail stores to customers is the time when the sale of petroleum products for each transaction is completed.

In addition, sellers must ensure that they maintain complete electronic invoices for the sale of gasoline and diesel to individual customers who are not engaged in business, as well as individual business owners, and ensure that these invoices can be retrieved when requested by competent authorities. According to regulations from the Ministry of Finance, after March 31, 2024, if gasoline stations do not implement this, the authorities will impose penalties.
