Nghe An operates smoothly the public administrative service center in 130 communes and wards.

After more than 2 weeks of operating the 2-level local government, the commune-level public administrative service centers in Nghe An have been operating stably and smoothly, without any interruptions. Many localities have recorded a high rate of files being resolved before the deadline and on time; people are satisfied and trust the new government apparatus that is closer to the people, serving the people more quickly, transparently and modernly.

Professional, modern

After only nearly 10 days of operating the 2-level local government, the Cua Lo Ward Public Administration Service Center has impressed with its professionalism and modernity. From the space arrangement to the equipment, everything shows a thorough investment: Computers, printers, scanners, internal network, free wifi and especially the automatic public service system provided by VNPT, fully integrated with digital utilities to serve the people.

At the Center, people are guided to get an automatic queue number by field; quickly look up the status of file processing; automatically read information from chip-embedded citizen identification cards; scan QR codes of files; display screens to look up lists of administrative procedures, fees, charges, evaluate service quality, etc. All operations are convenient and transparent.

Deputy Director of the Cua Lo Ward Public Administration Service Center, Mr. Tran Xuan Vinh said: The locality prioritizes the arrangement of competent staff who have a firm grasp of the profession, and at the same time, are "hand-held" to master the software system and the administrative procedure settlement process. Thanks to this initiative and synchronization, the center's operations are operated smoothly and without interruption.

The results are clearly demonstrated, from July 1 to 11, Cua Lo Ward Public Administration Service Center received 493 records (262 records directly, 231 records online), of which, 448/493 records were processed before the deadline, reaching 99.8%; at the same time, received and processed more than 200 records and documents in other fields according to people's requests; received and transferred more than 30 records under the jurisdiction of the Land Registration Office.

Many people were initially apprehensive about delays or problems in the transition period to the new government model; however, the reality surprised them.

I submitted my land transfer application on the morning of July 4 and received the results on time on the morning of July 7. Everything was quick and transparent, without having to go back and forth multiple times and wait.

Similarly, Mr. Hoang Canh Tuan in Block 2, Cua Lo Ward said: “The staff guides enthusiastically, thoughtfully, professionally; the process is modern and easy to understand, there are text messages notifying the reception time and results, very convenient, transparent and trustworthy. People coming to the government agency have been truly served.”

Determination to join hands in administrative reform

Nghia Hung Commune Public Administration Service Center is put into operation in the context of a large population, more than 15,000 people, of which ethnic minorities account for nearly 27%; the number of staff serving at the center is limited, only 7 positions. With the motto "Fast, public, transparent, serving the people, joining hands in administrative reform", Nghia Hung Commune promotes the sense of responsibility and efforts of officials and civil servants according to the "4 on-site" model: receiving, appraising, approving and returning results on-site; ensuring speed and efficiency, leaving no gaps, delaying the process of handling administrative procedures for people.

Mr. Pham Van Thong - Vice Chairman of the Commune People's Committee, Director of the Nghia Hung Commune Public Administration Service Center said: The locality is interested in bringing people to participate and accompany in administrative procedure reform, through directing community digital technology groups and volunteer youth teams to support people in searching and submitting documents online, both increasing digital technology capacity for the community and reducing pressure on officials who are mainly having to "do for" people in submitting documents online.

Therefore, within nearly 10 days (from July 1 to 9) of operating the center, the rate of online application submission in the locality increased by nearly 77% and more than 70% of the applications were processed and results were returned. In addition, the locality also received 36 applications not within the commune's administrative boundaries.

For Quang Chau commune, after officially coming into operation from July 1, the commune's public administrative service center has quickly stabilized its organization and facilities and implemented the task of receiving and handling 100 administrative procedures for people and organizations in the area (including receiving records regardless of administrative boundaries), ensuring the transfer of records within 1 working day.

From July 1 to 9, the center received 423 procedural files, of which 347 files were processed, the rate of returning files before the deadline and on time was 99.1%; there were 3 overdue files, the rate of 0.9% was returned late due to system errors. Notably, all files with results have been 100% digitized, ensuring transparency and convenience for searching.

Vice Chairwoman of the Commune People's Committee, Director of the Quang Chau Commune Public Administration Service Center, Ms. Nguyen Thi Hong Nhung added: The locality ensures the transfer of electronic records within 1 working day to competent agencies handling administrative procedures not under local authority to ensure that procedures of people and businesses through the commune's reception are quickly sent to the handling agency; at the same time, connecting with the post office to return results at home according to people's needs.

Along with that, establish a support team for receiving administrative procedures and a technology - professional response team at the commune level to support people in the process of receiving documents, handling administrative procedures, improving the efficiency of center operations, implementing 2-level local government, with many administrative procedures decentralized to the commune to handle, including new and difficult procedures.

Clearly identify the public administrative service center as the place that directly connects the government with the people and businesses, both the "face" and the "heart" of the administrative apparatus in implementing the goal of taking people as the center of service; therefore, this is one of the tasks that localities prioritize when the new administrative apparatus comes into operation on the basis of direct guidance and support from the Provincial People's Committee Office.

After more than 2 weeks of operating the 2-level local government in Nghe An, the initial steps have clearly affirmed the effectiveness of being close to the people, improving the quality of service to the people through the commune-level public administrative service center; in particular, there has been no "vacancy" in receiving and handling administrative procedures for people and businesses in the localities.

According to a report from the Provincial People's Committee Office, through monitoring on the Provincial Administrative Procedure Information System, 100% of communes and wards in the province have generated administrative procedure records for people and businesses to transact and promote the role of the "heart" connecting the government with the people.

Specifically, from July 1 to 10, the whole province received 27,676 records and administrative procedures. Of which, the provincial level received 10,548 records (1,209 records directly, 1,141 records online and 8,198 records transferred from the previous period); the commune level received 17,128 records, accounting for more than 60% of the total number of records in the whole province, including the number of records transferred from the previous period to the provincial level.

The rate of files resolved on time and before deadline reached more than 65%, reflecting the initial effectiveness of the two-level administrative procedure settlement system.

In general, the commune-level public administrative service center in Nghe An has been asserting itself as an important "link" in the two-level government apparatus, gradually demonstrating its efficiency, modernity, transparency and people-centeredness. It is expected that these results will continue to spread strongly, contributing to bringing administrative reform in Nghe An to a new level; in which, the commune-level public administrative service center will truly become "a one-stop shop close to the people, for the people".
