Nghe An determines the time to reorganize the Party, Government, Fatherland Front and socio-political organizations in the merged units.

In order to promptly implement Resolution No. 1243, dated October 24, 2024 of the Standing Committee of the 15th National Assembly on the arrangement of district and commune-level administrative units of Nghe An province in the period of 2023 - 2025; on November 18, 2024, the Standing Committee of the Nghe An Provincial Party Committee issued Plan No. 285 to implement the National Assembly's resolution, including two groups of contents that need to be focused on.

The first group is the dissemination and propaganda of Resolution No. 1243 of the Standing Committee of the 15th National Assembly to cadres and people. The second group is the implementation of the organization arrangement of the Party, Government, Fatherland Front and socio-political organizations.

Regarding the responsibility of propaganda, the Standing Committee of the Provincial Party Committee directed the Party committees, authorities and socio-political organizations at all levels, the Provincial Radio and Television Station, Nghe An Newspaper, news agencies and newspapers in the province to develop plans, focus on propaganda, dissemination and dissemination to cadres and people about the purpose, meaning and content of the arrangement of administrative units at district and commune levels of Nghe An province in the period of 2023 - 2025 according to Resolution No. 1243/NQ-UBTVQH15.

Regarding the arrangement of the Party, Government, Fatherland Front and socio-political organizations of Cua Lo town and a number of grassroots party organizations under the Nghi Loc district Party Committee when merging into the Vinh city Party Committee; The Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Organization Board to preside over and coordinate with relevant departments and branches to develop a Project to submit to the Provincial Party Committee for approval before November 30, 2024. The implementation time for the arrangement of the Party, Government, Fatherland Front and socio-political organizations is before December 31, 2024.

Regarding the arrangement of Party committees of communes, wards and towns, the Standing Committee of the Provincial Party Committee assigned the Standing Committee of the District Party Committee to develop a Project on the arrangement of Party organizations; arrange and assign cadres and civil servants at the commune level; implement regimes and policies for cadres, civil servants and part-time workers at the commune level for the period 2023 - 2025, before November 30, 2024; at the same time, deploy, lead and direct the arrangement, transfer and reception of Party organizations and Party members to ensure compliance with the process and procedures in accordance with the provisions of the Party Charter, before December 31, 2024.

Arrange the organization of the People's Council, People's Committee at the commune level, the Standing Committee of the Provincial Party Committee shall hold a meeting with the Standing Committee of the District Party Committee to lead and direct the preparation of the Project on key personnel of the People's Council and People's Committee before December 15, 2024; organize the People's Council meeting of the new administrative unit to elect the positions of the People's Council and People's Committee according to the provisions of the Law on Organization of Local Government; organize the announcement of the establishment of the new administrative unit, key personnel of organizations in the political system, before December 25, 2024 according to Plan No. 859, dated November 11, 2024 of the Provincial People's Committee.

Regarding the arrangement of the Vietnam Fatherland Front and socio-political organizations at the commune level, the Standing Committee of the Provincial Party Committee assigned the Party Delegation of the Vietnam Fatherland Front and socio-political organizations at the provincial level, and the Standing Committee of the Provincial Youth Union, based on the Charter of their organizations and the guiding documents of the higher levels, to coordinate with the district-level Party Committees to provide specific instructions on the arrangement of the apparatus of the Vietnam Fatherland Front and socio-political organizations in new district- and commune-level administrative units in accordance with regulations, before December 31, 2024.

Plan No. 285 of the Standing Committee also clearly states: Gradually arrange and assign cadres and civil servants in accordance with the organizational structure and basically ensure the prescribed number. In places where the arrangement and assignment of cadres and civil servants has not been completed, it is possible to continue to arrange more but must proactively reduce the number according to the roadmap.

The implementation of regimes and policies must be carried out simultaneously with the arrangement and assignment of redundant district- and commune-level cadres, civil servants and non-professional commune-level workers due to the arrangement of administrative units.

The arrangement and assignment of cadres, civil servants, and public employees and the implementation of regimes and policies for cadres, civil servants, and public employees at district and commune levels and part-time workers at commune level are carried out according to the guidance of the Provincial Party Committee's Organization Board and the Department of Home Affairs. The deadline for cadres, civil servants, and public employees is December 1, 2029 at the latest; for part-time workers, it is December 31, 2025 at the latest.
