Nghe An: Requires sectors and localities to focus on thoroughly handling petitions related to compensation and site clearance for the project to upgrade and expand National Highway 1A.

Nghe An Provincial People's Committee requested sectors and localities to focus on resolving more than 500 petitions related to compensation and site clearance for the National Highway 1A upgrade and expansion project; complete payment plans, ensure disbursement progress and comply with legal regulations.

That is the content of Official Dispatch No. 11524/UBND-TD issued by the Provincial People's Committee on October 25, 2025. Accordingly, although the Provincial People's Committee has established an inter-sectoral working group headed by the Provincial Inspectorate, and assigned members of the Steering Committee to directly urge and remove obstacles, progress in many localities is still slow. Access to legal regulations and implementation of directive documents oncompensation, site clearance(GPMB) is still confused, causing up to now there are still 507 pending petitions, mainly concentrated in Quynh Mai (282), Hoang Mai (152) and Hung Chau (59 cases).

Meanwhile, the amount of compensation that must be completed and disbursed in 2025 is still more than 319 billion VND. In some cases, there have been decisions to resolve complaints and conclusions to check eligibility for compensation, but the preparation and approval of plans are delayed, affecting the overall progress of the project as well as the legitimate rights of the people.

To ensure the settlement of petitions and disbursement of funds on schedule according to the direction of the Provincial People's Committee in Notice No. 791/TB-UBND dated September 25, 2025, the Provincial People's Committee requests relevant departments, branches, localities, and the Steering Committee according to Decision No. 981/QD-UBND dated April 10, 2025 of the Provincial People's Committee to closely follow the direction of the Provincial People's Committee to organize the implementation of assigned tasks on schedule and in accordance with regulations.

The Provincial People's Committee requests that departments and branches that are members of the Steering Committee report the results of synthesizing assigned tasks to the Provincial People's Committee and the Department of Construction for synthesis before 4:00 p.m. every Friday.

The People's Committee of the commune where the National Highway 1A Upgrade and Expansion Project passes through prioritizes concentrating the highest resources to properly resolve the complaint.,letter (to be completed no later than October 31, 2025) and handle related issues to ensure timely and legal payment of expenses, especially in wards and communes: Hoang Mai, Quynh Mai, Hung Chau... The results of the progress of handling petitions, preparing and approving compensation plans, disbursing reports to the Provincial People's Committee and members of the Steering Committee for payment of expenses before 2:00 p.m. every Friday.

In particular, the Provincial People's Committee assigned the Party Secretaries of communes and wards to directly direct the entire political system to take action, assign experienced officials to participate in handling the case, and at the same time, attach responsibility to the leaders with the implementation results. Any delay, error or prolonged backlog of petitions will be considered the responsibility of the relevant collectives and individuals.

Along with that, the Provincial Inspectorate, Department of Natural Resources and Environment, Provincial Police and relevant agencies are required to increase staff to support the grassroots, provide professional guidance and directly resolve difficulties in the process of appraisal and compensation plan development. The Provincial People's Committee also assigned the Department of Finance to balance and adjust additional funding sources for affected localities to promptly pay for cases eligible for compensation and support.

From a legal perspective, the Provincial People's Committee requested the Provincial People's Court and the Provincial People's Procuracy to prioritize the early consideration and trial of lawsuits related to the National Highway 1A Upgrade and Expansion Project, and promptly issue a Judgment as a basis for resolving compensation payments (if any) in 2025. The Provincial Police were assigned to grasp the situation of complaints, promptly advise and handle them, not to let hot spots arise, and at the same time resolutely fight and handle acts of taking advantage of complaints to violate the law and cause insecurity and disorder.

The directive document of the Provincial People's Committee is considered a drastic move to tighten administrative discipline, speed up the progress of compensation for site clearance for the project to upgrade and expand National Highway 1A - a key traffic project that has a great impact on the socio-economic development of the Northern Nghe An region. Resolving the backlog of petitions not only ensures the project's progress but also demonstrates the spirit of respect for the law and the responsibility of the government in protecting the legitimate rights of the people.
