Nghe An requests to improve signal quality of fishing vessel monitoring equipment

Nghe An Provincial People's Committee has just issued a document directing the strict implementation of regulations related to vessel monitoring devices (VMS) on fishing vessels.

According to the report of the Department of Agriculture and Rural Development, up to now, except for a number of fishing vessels that are not fishing, over 98% of fishing vessels in Nghe An have installed voyage monitoring devices (VMS) on fishing vessels. In fact, after many support policies as well as propaganda and mobilization before and after sanctioning violations, fishing vessel owners have basically grasped the legal regulations related to installing, activating and connecting VMS devices on fishing vessels.

However, in practice, there are some shortcomings in the implementation and maintenance of VMS signals that need to be overcome, such as: The installation of voyage monitoring equipment on fishing vessels by some equipment suppliers has not been ensured according to regulations, the sealing of equipment with lead seals has revealed many shortcomings; the quality of satellite services at some equipment suppliers is not stable; the maintenance and repair of equipment, and the improvement of service quality of equipment suppliers have not been timely implemented.

Therefore, in order to effectively implement solutions to combat IUU fishing, especially the management, installation, removal and replacement of journey monitoring equipment in accordance with the provisions of Decree No. 37/2024/ND-CP dated April 4, 2024 of the Government, together with the whole country to effectively implement the contents under the direction of the Central Government when the working delegation of the European Commission (EC) comes to Vietnam to work; at the same time, to achieve the goal of removing the EC's yellow card warning in 2024, the Provincial People's Committee requests:

+Department Provincial Information and CommunicationsPreside over and coordinate with relevant departments and branches to organize inspections of satellite equipment and service providers, ensuring the maintenance of the quality of satellite equipment and services of the VMS system.

+People's Committee The province also requires cEquipment suppliers VMSFishing vessels strictly comply with legal regulations on equipment installation and activation of fishing vessel monitoring services. Specifically, urgently review the VMS equipment installed by the supplier on Nghe An fishing vessels to ensure compliance with regulations. Timely update the VMS equipment lead code into the fishing vessel monitoring database and report the list of VMS equipment lead codes of fishing vessels to the Department of Agriculture and Rural Development (through the Department of Fisheries and Fisheries Control of Nghe An province before October 15, 2024).

+For Vietnam Telecommunications Services Corporation (VNPT)is one of 7 suppliers of VMS equipment and services for fishing vessels in the province to check and fix the situation of unstable VMS equipment connection signals, no connection in the Lach Con and Lach Quen areas from the shore 7 - 35 nautical miles out. Provide installation and service contracts for fishing vessel owners with full information on subscriber number/username, date/month of signing the contract...; promptly send staff to fix VMS equipment problems when receiving requests from vessel owners/captains.

The Provincial People's Committee also requested VNPT to promptly inspect and confirm the cause of 287 fishing boats losing connection to VMS equipment, and provide a written document to the Provincial Border Guard Command to have a legal basis to handle violations according to the provisions of law before October 15, 2024./.
