The Standing Committee of Nghe An Provincial Party Committee has just issued Official Dispatch No. 4980-CV/TU, urging the implementation of the Project to reorganize the apparatus, streamline the payroll and restructure the team of cadres, civil servants and public employees.

Accordingly, the Standing Committee of Nghe An Provincial Party Committee requests Party committees at all levels, agencies and units to closely follow the roadmap stated in Project No. 09-DA/TU dated April 18, 2018 on "Arranging the organizational apparatus, streamlining the payroll and restructuring the team of cadres, civil servants and public employees to improve the effectiveness and efficiency of the political system of Nghe An province in the period of 2018-2021 and the following years", to carry out the arrangement of the organizational apparatus, streamlining the payroll according to regulations, ensuring progress, specifically:

- The Party Executive Committee of the Provincial People's Committee focuses on leading the implementation of the Project on reorganizing the apparatus, streamlining the payroll and restructuring the staff, civil servants, and public employees of the government and public service units under the People's Committees of districts, cities, towns and public service units under the provincial-level unions; Submitting to the Provincial People's Council to issue resolutions on merging administrative units; policies for cadres, civil servants and part-time workers at the commune level; Approving and organizing the implementation of the Project on continuing to innovate the organizational and management system, improving the quality and efficiency of public service units according to Resolution No. 19-NQ/TW, dated October 25, 2017 of the Central Executive Committee...

- The Fatherland Front and provincial-level mass organizations coordinate with relevant agencies to develop and submit to the Provincial People's Committee for approval a project to reorganize the apparatus and streamline the payroll in public service units under provincial-level mass organizations; Coordinate in guiding and directing the consolidation and reorganization of the Fatherland Front and mass organizations in localities and merged units.

- The Provincial Party Committee's Organizing Committee coordinates with relevant organizations to direct the arrangement of organization, apparatus, streamlining of staff and restructuring of cadres, civil servants, and public employees of the Party, Fatherland Front and district-level mass organizations on schedule; pay attention to implementing approved pilot models; proactively advise the Provincial Party Committee's Standing Committee to issue new regulations on functions, tasks, powers, and organization of specialized agencies to advise and assist district-level Party Committees, Fatherland Front Committees and socio-political organizations at the provincial and district levels when there are new regulations from the Central Government; Guide the consolidation and arrangement of Party organizations in places where administrative units at commune, block, hamlet and village levels are merged.
