"Profession" of catching wanted criminals

(Baonghean) - The “profession” of catching wanted criminals requires knowing how to travel, being willing to travel, and accepting danger. Because the areas where criminals “choose” to flee are spread across provinces and cities across the country, even abroad. Some trips are only a few days, but others last weeks or months, because the subject keeps going back and forth to the South and North to distract attention. Therefore, those who work in the “profession” of catching wanted criminals must also travel back and forth…

Approaching the officers and soldiers of the Criminal Investigation Police Department of the Provincial Police on a day at the beginning of the week after they had just made a plan to search for a wanted person who had been on the run for 7 years and was currently hiding in the Central Highlands, we noticed an urgent working atmosphere. Along with the officers and soldiers who were completing their documents, there were officers and soldiers who were preparing to pack their bags and leave. Captain Nguyen Khanh Son (Deputy Head of the Criminal Investigation Police Department for Social Order), who directly participated in the arrest of many dangerous and especially dangerous wanted subjects, said: The journey to capture fugitive criminals is a long and arduous journey, because searching for and detecting wanted subjects is extremely difficult, arduous and dangerous...

A typical example is the arrest of Ha Van Toan (born in 1981), residing in Tan Dong hamlet, Dong Van commune, Tan Ky district, one of two subjects in the criminal danger system, with the crime of "intentionally causing injury". In 2007, Toan escaped to a coastal area of Ba Ria - Vung Tau province, changed his name, falsified his resume, and applied to work as a fisherman, drifting at sea for months. To identify this subject, the detectives had to work very hard to verify traces as well as investigate clues. With sophisticated tricks, Toan continuously moved, misleading the detectives' search. Using professional measures, the working group grasped his pattern of activities, ambushed and arrested him while he was in the rented room of a girlfriend in Binh Duong province. Or the recent arrest of Ho Dinh Chien (Tan Ky district) was also a feat.

After being wanted for robbery, Chien fled to Gia Lai. To survive there, he asked to work as a lumberjack in the deep forest. This subject was very vigilant, rarely appearing but only hiding in a camp in the forest. He rarely stepped out of the forest, but when he did, he disguised himself so that outsiders would not recognize him. Therefore, when receiving information that the subject was in the deep forest, the scouts made a secret plan to avoid being discovered by the subject. After a period of monitoring and understanding the subject's pattern of activities, the scouts captured Chien while he was on his way to town.

Wanted fugitives hiding in southern provinces were arrested at the end of 2013.

Lieutenant Vu Vinh Quynh, an officer of the Social Order Crime Investigation Police Team, said: “Officers working on wanted criminals must often be away from their families, with journeys of thousands of kilometers, when approaching the subject, they must walk dozens of kilometers through the forest. Having to disguise themselves in many different roles to penetrate reality and approach the subject is a common thing.” Lieutenant Nguyen Van Khanh, an officer of the Drug Crime Investigation Police Team, shared: Dangerous and especially dangerous criminals are very reckless, impulsive and always carry “hot” weapons, when discovered, they are ready to fight back against the authorities. Therefore, the task of capturing wanted criminals; mobilizing, persuading and calling on the subject to surrender of the wanted police force is very difficult, always facing lurking dangers.

Talking to us, Colonel Tran Van Minh - Head of the Criminal Investigation Department of the Provincial Police, said: Since its establishment (June 9, 2010) up to now, the force has organized the capture, persuaded people to surrender, and eliminated 430 wanted subjects, including 165 dangerous and especially dangerous subjects. However, as of February 28, 2014, the whole province still had 391 wanted subjects, including 160 dangerous and especially dangerous subjects. These are the seeds and unpredictable dangers to security and order. Therefore, to successfully complete the assigned tasks and ensure the safety of the force, more than anyone else, each soldier on this front must regularly practice political courage, professional knowledge... At the same time, regularly exchange information with other professional units, only then will it be effective.
