Nghi Kim (Vinh City) strives to soon become a model new rural commune.

Economic development breakthrough

Over the past years, Nghi Kim has changed rapidly. Excitedly introducing economic models, Vice Chairman of Nghi Kim Commune People's Committee Tran Duc Dung said: The implementation of projects and a number of key infrastructure works invested by the Central, the province and the city in the area has helped the urbanization speed up, the face of the commune has changed significantly. As a locality with a developed urban economic infrastructure system, the Party Committee of the commune advocates creating favorable conditions for the development of service industries, types of commercial services, and household economy to develop rapidly along National Highway 1A, Dang Thai Mai Street, and the commune center road.

In addition, the passenger transport service industry, freight transport, trading of materials, goods and supplies, restaurants, hotels, rental kiosks and related services, and labor export have developed rapidly, creating jobs for hundreds of workers with high incomes for their families and society.

In economic development, Nghi Kim commune creates favorable conditions for organizations and individuals to borrow capital for investment and development, so the industries: mechanics, garment, auto repair, civil electricity, construction develop well, creating jobs for hundreds of workers (especially workers whose land is recovered) and shifting the labor structure appropriately.

Cooperate with businesses to build and expand safe vegetable production models following VietGAP standards in hamlets 6 and 11; flower growing models in hamlets 2, 3, 4; livestock, poultry and aquaculture models in hamlets 1, 3, 7 and 10. Currently, the average income value of agricultural land is estimated at 70 million VND/ha. The commune has successfully built 19/19 criteria for new rural construction and was recognized by the Provincial People's Committee as a new rural commune at the end of 2015.

Thanks to the focus on leading the development of diversifying economic sectors towards promoting the potential and advantages of a suburban commune, the average economic growth rate over the past 5 years has increased by 9.87%. The economic structure has shifted in the right direction, the proportion of the agricultural sector has decreased from 10.4% in 2015 to 6.9% in 2020, the construction industry has increased from 11% to 12.9% and the trade and service sectors have increased from 78.6% in 2015 to 80.2% in 2020. The average income per capita is 51 million VND/year. The budget collection and expenditure work ensures the correct and sufficient collection of revenues according to regulations. The commune strengthens the management of traffic safety, urban order, and environmental sanitation in the area, and propagates and mobilizes people to do a good job of environmental sanitation.

Striving to become a model new rural commune

Nghi Kim Commune Party Secretary Dang Tho Tuong added: Implementing the Resolutions of Party Congresses at all levels, the Resolution of the 21st Commune Party Congress, the Party Committee and people of Nghi Kim Commune have made efforts to fulfill the basic targets set out, the economy has developed, people's lives have been stable and improved, internal resources have been well mobilized, infrastructure investment has been focused, and rural urbanization has been gradually implemented.

Revenues according to State regulations have met and exceeded targets, cultural and social affairs have had positive changes; national defense and security have been maintained. The achievements of the Party Committee in the past term are favorable conditions for the Party Committee to promote leadership in successfully implementing the Resolution of the 22nd Commune Party Congress, term 2020 - 2025.

However, the socio-economic achievements have not been commensurate with the local potential. Therefore, in the 2020 - 2025 term, in addition to overcoming the limitations of the previous term, the Nghi Kim Commune Party Committee strives to lead the commune to soon become a model new rural commune; shift the economic structure in the right direction, rapidly increase the proportion of construction industry, trade and services, agricultural production towards goods, and effectively exploit land funds. At the same time, focus on creating jobs for people whose land has been recovered.

Planning safe vegetable intensive growing areas in hamlets 6, 9, 10, 11, ornamental flower and tree growing areas associated with building craft villages in hamlets 2, 3, 4, 5, building large-scale high-quality rice fields. Encouraging businesses and individuals to diversify their service businesses; having many suitable policies, creating a favorable environment for people to proactively change production models.

Regarding budget revenue and expenditure: Focus on leading the fight against revenue loss, strengthening the tax advisory council, exploiting and creating conditions to nurture and develop revenue sources. Improve the efficiency of collecting fund taxes, fees and other revenues according to regulations. Promote social mobilization in building educational, sports and cultural facilities. Actively exploit land funds to achieve high efficiency, ensure planning and plans for investment in infrastructure construction and new rural construction...

Some economic indicators of Nghi Kim commune for people by 2025: Production value in the area reaches 1,306 billion VND; Added value reaches 712.5 billion VND; Average growth rate for 5 years 2020 - 2025: Increase 9% - 10%; Average added value per capita/year reaches 85.6 million VND/person/year. Economic structure: construction industry: 9 - 10%, trade and services: 86 - 87%. Total state budget revenue reaches 18 billion 409 million VND.
