On the last day of the year, returning to Nghi Van commune (Nghi Loc) right at the time when the local party committee was organizing a summary of the Party building work, the joy seemed to multiply when this year, the party committee admitted 11 new party members, officially transferred 8 comrades, introduced 53 comrades to their place of residence, received 29 comrades to work in the locality, and considered awarding various party badges to 20 comrades.

Nghi Van Commune Party Committee Secretary Le Van Than excitedly said: The entire Party Committee has 297 Party members, 20 Party cells, 16 rural Party cells. In recent years, the Party Committee has always paid attention to the work of creating a source of young Party members, assigning Party cells to care for and develop Party members from the force of university and college graduates who have not found a job, or have stable jobs in the locality, assigning them to work as secretaries, deputy secretaries of village Youth Union branches, village team leaders, police officers; thereby creating an environment for them to strive, practice, and mature. The second is to develop a source from the local youth force, with good moral qualities, participating in village and village unions and sources from schools. On average, each year, Nghi Van Party Committee admits 7-10 Party members, especially in one year, 13 Party members were admitted. The joy of Nghi Van Party Committee is also the common joy of Nghi Loc District Party Committee because this year the whole district officially transferred 315 party members, admitted 302 new party members, the highest ever, exceeding 52 party members compared to the planned target of developing 250 party members, of which 2 party members are parishioners.

Comrade Thai Ba Chau - Head of the Organizing Committee of Nghi Loc district said: In 2013, the Standing Committee of the District Party Committee focused on building and consolidating grassroots party organizations, developing party cells and party members in enterprises, in rural areas and schools. Since the issuance of Project 05-DA/HU on October 1, 2012 on building and developing party organizations and unions in non-state enterprises, the district has established another party cell, the Nghi Hoa People's Credit Fund Party Cell, and is promoting the establishment of party cells in small and medium enterprises. The district has also issued Resolution No. 01 on strengthening the development of party members in rural party organizations. In particular, focusing on doing a good job of propaganda to raise awareness of the Party for the youth union force, attaching responsibilities to cadres and party members, assigning targets to each grassroots party organization in cultivating positive factors in mass organizations and arranging and assigning tasks to party members immediately after admission, creating conditions and motivation for party members to strive. Thanks to that, the Party development work has had many changes, the number of new party members admitted in 2013 in the rural sector was 187 people, accounting for 62% of the number of party members admitted by the district party committee in the year. In particular, many rural party committees have exceeded the Party development targets compared to the plan, typically: Nghi Cong Nam, Nghi Van (exceeding 5 targets); Nghi Phong, Nghi Thach (4 targets); Nghi Hung (2 targets)...

To supplement the young party members, the district has a policy of creating sources from high school students and focusing on directing high schools to review and strongly implement the work of creating sources, training and developing the Party among students. Raising awareness helps students to correctly perceive the motivation to join the Party, have a direction to strive and practice in study as well as in life. In addition, concretize the standards and conditions for admitting party members in accordance with the characteristics of the target students. Party cells of schools base on the specific conditions of their units to have appropriate and effective solutions. Thanks to that, the work of developing the Party in schools in the area has achieved positive results. In the 2012-2013 school year, the whole district admitted 14 excellent students to the Party.

Another highlight of the past year in Nghi Loc is that the New Rural Construction movement is being carried out very vigorously. Thanks to the strong direction of the Party Committees at all levels to mobilize the entire political system to participate and integrate capital sources of programs and projects in the spirit of the State and the people working together, up to now, 100% of communes have completed construction and announced planning, many communes have organized the planting of landmarks, setting up routes, promoting the movement of the whole people joining hands to build new rural areas. With the exemplary pioneering of cadres and Party members, the movement of donating land for rural roads has become a widespread movement. The whole district has 3,582 households donating land and 902 households donating walls and trees to open roads. In 2013, people continued to donate 2.8 hectares of land for rural roads, increasing the total area of ​​land donated for field improvement and new rural construction to 50 hectares. It is worth noting that many parishes and churches in the district have promoted the spirit of living a good life and following the religion, mobilizing resources to invest in building new rural areas such as the parishioners of Thuong Loc Parish (Nghi Van), Lang Anh Parish (Nghi Phong), Lang Nam Parish (Nghi Trung)...

Comrade Dinh Thi Tam - Standing Deputy Secretary of Nghi Loc District Party Committee said: "In addition to promoting propaganda and mobilization work, the Standing Committee of Nghi Loc District Party Committee directed each district-level unit, based on the program content, functions and tasks of its organization, to select 2 commune-level models, each commune to select 2 hamlet-level models on skillful mass mobilization to build new rural areas. In 2013 alone, the whole district built 57 models, typical examples of skillful mass mobilization. Of which, 33 models of skillful mass mobilization to build new rural areas. Most of the construction models were effective, especially in donating land to open roads. Along with the support mechanism of the province and district, the people contributed labor and money to build 52 km of new concrete roads according to new rural standards, with a total value of 50 billion VND. The whole district has six communes meeting 11 criteria or more, 14 communes meeting 6 to 10 criteria, of which Nghi Thai commune met 14/19 criteria.

In the production sector, people have actively transformed the crop structure, increased income value per unit area and applied scientific and technological advances in new varieties. The government has actively directed the expansion of the replacement of a part of the hybrid rice area with high-quality rice, successfully built 4 large model fields in Nghi Dong, Nghi Kieu, Nghi Hoa, Nghi Loc... Thanks to that, the total food output for the year reached 93,222 tons/80,610 tons (equal to 115.65% of the plan), the year with the highest total output ever.

Although, in the past year there were still some shortcomings and limitations that needed to be overcome, and there were unfortunate incidents in the area that affected the solidarity between religions, with the tradition of solidarity, the Party Committee and people of Nghi Loc district joined hands and united to successfully implement the set goals.
