In the 8 semi-mountainous communes of the district, only Khe Lang and Khe Nu dams in Nghi Kieu commune are capable of providing irrigation water for about 500 hectares of summer-autumn rice in the area. Khe Thi, Khe Go and Khe Xiem reservoirs are responsible for irrigating more than 2,000 hectares, but now the irrigation water only meets 50% of the demand.

Nghi Loc has an irrigation system of the Nam Irrigation Company. According to the report at the end of the month, the water level at the Nam Dan sluice gate is 20-25 cm lower than the annual average. Located at the end of the Nam - Hung - Nghi irrigation system, the largest pumping station in the district, Tho Son, only operates at 1/3 capacity (1/3 of the machine unit). This pumping station is responsible for irrigating 1,000 hectares of rice in the district. Due to the lack of irrigation water in the reservoir area and insufficient pressure in the irrigation canal system, salinity has penetrated deep into the fields.

Faced with that reality, the district has developed a summer-autumn production plan in the direction of saving water, reducing 1,000 hectares of summer-autumn rice to 3,600 hectares. For the reduced area, there are 2 options: the area that cannot convert crops to produce main-season rice is about 1,000 hectares; the area of ​​​​late-season rice production under irrigation works such as Nghi Kieu, Nghi Van, Nghi Lam is converted to produce other colors. Converting the forced land to grow corn, green beans, vegetables of all kinds is about 1,000 hectares, arranging the drought-stricken land area of ​​coastal communes Nghi Long, Nghi Phong, Phuc Tho... to grow sesame. This area is about 1,500-2,000 hectares. In areas that often experience floods such as Nghi Phuong, Nghi Dong, Nghi Hung... about 100 hectares, the district directs to sow seedlings early and plant old seedlings. In particular, do not drain water on the fields to harvest winter-spring rice and plow immediately for summer-autumn rice planting.

In addition to arranging seasonal crops suitable for irrigation conditions, this summer-autumn crop Nghi Loc also focuses on bringing high-quality yield varieties into production. In addition to the planned hybrid corn area, this summer-autumn crop the district plans to bring high-quality varieties to meet the demand for boiled corn in Vinh City and Cua Lo tourist area such as MX1, Quac 44... which bring in twice the income of other hybrid corn varieties. In 2012, the district organized the restoration of VD11 black sesame variety, with an area of ​​1 hectare. In the summer-autumn crop of 2013, it is expected to plant 600 hectares of VD11 variety, which is a high-quality sesame variety, favored by the market.

To encourage production development and shorten the time for land preparation to meet the crop demand, in addition to the province's policy, the district supports an additional 10% for people to buy agricultural machinery; and spends more than 200 million VND to buy 4 tons of biological rat poison for localities.
