Nghi Loc completes plan to collect opinions on the Draft Amendment to the 1992 Constitution
(Baonghean.vn) – By March 4, 2013, Nghi Loc district had completed synthesizing the results of public opinion collection on the Draft Amendment to the 1992 Constitution and reported to the provincial steering committee.
Although the time for collecting public opinions was short, coinciding with the Lunar New Year, the Party Committee and authorities from the district to the grassroots level and the agencies and units in the district directed the dissemination and implementation seriously, ensuring quality, not perfunctory or formal. Information and propaganda work, printing of documents were carried out and carefully prepared. The whole district organized 42 conferences with more than 4,609 participants, 30 collective and individual comments via email. Basically, the comments highly agreed with the Draft Constitutional Amendment this time.
There were 296 specific comments on the draft (organizations: 55 comments, individuals: 241 comments). Of which, comments on the preface: 5 comments (individuals), on the chapters: 291 comments, including: 55 groups, 236 individuals (Chapter 1: 85 comments for 13 articles; Chapter 2: 113 comments for 22 articles; Chapter 3: 28 comments for 10 articles; Chapter 4: 43 comments for 3 articles; Chapter 5: 4 comments for 3 articles; Chapter 7: 1 comment for 1 article; Chapter 8: 9 comments for 3 articles; Chapter 9: 6 comments for 3 articles; Chapter 10: 2 comments for 1 article).
The opinions were mainly on the following issues: Independence, sovereignty, territorial integrity; Party leadership; language, national anthem, role of the Fatherland Front, amendments and supplements to content, wording, judicial, civil, political rights, right to life, tax payment, environment, economic development, business, land recovery compensation, ethics, lifestyle, superstition, education, physical development, swapping the positions of clauses in the article to be strict and true to the Constitutional issues... The implementation work was carried out in accordance with the directive documents of the Provincial Steering Committee.
