Nghi Loc: Developing party and mass organizations in non-state enterprises
(Baonghean) - Nghi Loc currently has 125 non-state enterprises operating, attracting over 3,000 workers. Of which, 82 enterprises have 10 or more employees, 38 enterprises have 20 or more employees, 59 enterprises have paid social insurance for 1,204 employees. To effectively develop the Party and non-state organizations, Nghi Loc District Party Committee focuses on directing and assigning cadres to monitor and annually develop specific plans for developing Party members, building Party organizations and organizations in enterprises. At the same time, it strengthens propaganda and mobilization work for business owners to create favorable conditions for developing Party members, union members and building Party organizations and organizations in enterprises.
Currently, in the district, there are 6 enterprises with party organizations, 29 enterprises with trade unions (including 11 grassroots trade unions under the District Labor Federation), 2 enterprises with youth unions; 1 enterprise with full party organizations and unions (Trade Union, Youth Union, Veterans Association) is Binh Minh Trading and Transport Joint Stock Company. It is known that the company's party cell was established in 2008 and currently has 18 party members/88 employees. According to Mr. Phan Hai Khiem - Party Cell Secretary, Deputy Director of the Company: "From the very first day of establishment, the Company's Board of Directors has determined that developing party cells and unions in the enterprise, creating a healthy environment for employees to participate in activities is necessary, because that is also a way to create trust and motivation for employees to stick with the enterprise for a long time". Or at Asia Minerals Joint Stock Company located in Nam Cam Industrial Park, thanks to the well-functioning and caring trade union and party cell, 97/97 workers are covered by social insurance, and workers' rights are guaranteed.
Thanks to the Party and mass organizations, employees at Binh Minh Trading and Service Joint Stock Company are more attached to the business.
In fact, enterprises with Party cells and unions have contributed to the business owners in propagating and mobilizing workers to comply with the policies and laws of the Party and the State, resolving relationships within the enterprise and limiting labor disputes, and performing production and business tasks well. However, not all business owners are aware of this issue. The Head of the Nghi Loc District Party Committee's Mass Mobilization Committee said: Many businesses are not interested in establishing Party and union organizations. Through a survey of 16 enterprises (mostly with trade unions), 9 of them have 3 or more Party members, but only 3 have Party organizations; 9 enterprises have more than 20 young workers, but only 2 have organized the Youth Union. 13/16 surveyed enterprises do not have a Party organization, but only 1 enterprise has the need to establish a Party organization; 14 enterprises do not have a youth union organization, but only 4 enterprises have the need to establish a youth union or association.
Based on the above situation, the Standing Committee of Nghi Loc District Party Committee has developed and issued Project 05/DA-HU dated October 1, 2012 on Building and developing party and mass organizations in non-state enterprises in the district for the period 2012 - 2017.
To put the project into practice, the District Party Committee established a district-level steering committee with the permanent deputy secretary as head, heads of the organization and mass mobilization committees, vice chairman of the district People's Committee as vice heads and representatives of relevant agencies, departments and branches as members to advise and direct the building, consolidation and development of party organizations and mass organizations in all types of enterprises; arrange specialized staff to monitor and advise on party and mass organization building in enterprises, assign members of the Standing Committee and members of the Executive Committee to be directly in charge of enterprises. Comrade Nguyen Thi Tam - Standing Deputy Secretary of Nghi Loc District Party Committee said: "This is a difficult task, it must be carried out step by step to ensure the leadership of the Party, protect the legitimate rights and interests of workers and the sustainable development of enterprises, contributing to promoting the socio-economic development of the locality, especially in the current period, Nghi Loc is promoting its advantages, developing small and medium-sized industrial parks to attract investment, increase budget revenue, and create jobs for workers in the area".
