In Nghi Quang commune, before the information that storm No. 3 could hit Nghe An directly, like many other communes, Nghi Quang has implemented many synchronous prevention plans: The commune's Flood and Storm Prevention Command established 2 working groups to mobilize and evacuate people in dangerous coastal areas and foothills in accordance with the province's telegram as well as the commune and district's flood and storm prevention plans. As of 4 p.m., the commune had moved 241/241 households with more than 700 people to solid houses in the highlands of the commune and 2 concentrated evacuation locations: the commune's Primary School and Luc My parish church. At each family, only one person, a healthy young man, was arranged to stay to protect property. Nghi Quang has also prepared 400 boxes of instant noodles in case of prolonged rain and wind, promptly saving people from hunger. Regarding vehicles, the commune has mobilized 7 cars and 11 boats, and tubers of all kinds. The commune recommends that fishermen anchor their boats safely and set up nets in aquaculture areas. To prevent storm No. 3, households in the commune have been tying down their houses since yesterday. At the commune's shelter, there are currently nearly 600 boats covered and tied to ensure safety in the event of storms and high tides...

Together with the staff of Nam Irrigation Company, the commune has arranged for permanent staff at Nghi Quang sluice to monitor the situation before, during and after the storm. In the worst case, it will be proposed to open Nghi Quang sluice to let boats in, but due to rising water and low sluice ceilings, only small boats can enter to anchor. If storm No. 3 makes landfall directly in Nghe An, it is likely that the commune will lose 26.5 hectares of aquaculture, with estimated damage of about 10 billion VND....
At Nam Cam Industrial Park, since the 28th, factories have given workers a day off and implemented storm prevention measures, organized on-call duty to ensure the safety of warehouses and machinery; as well as cleared drainage systems to prevent flooding, and trimmed tree branches to limit breakage.
Mr. Tran Quang Luan, Chairman of the Board of Directors of Nghe An Paper Raw Materials Company, said: To prevent storm No. 3, the company has used tarpaulins to cover machinery and raw materials, used sandbags to block and press down corrugated iron roofs to prevent whirlwinds, ensuring safe conditions for production after the storm.... As of 4:00 p.m. today, 100% of people in dangerous areas of Nghi Loc district have been evacuated to safe places, 460 boats of all kinds have been called to safe shelters. In 30 communes, the district has arranged staff to directly follow the command points, inspect, urge the communes, and gather means and materials to prevent storm No. 3. On the district and commune radio systems, regularly propagate the situation of the storm and request people to carry out bracing, evacuation and heighten vigilance.

In coastal communes such as Nghi Quang, Nghi Thiet, Nghi Tien, Nghi Yen, the district directed people to prevent overflow at dam gates, dredge drainage sluices and implement measures to prevent salinity and protect vulnerable areas. In highland communes, people were evacuated from the foothills to prevent landslides and protect reservoirs and spillways. In low-lying communes, people were organized to do irrigation to avoid flooding and save the summer-autumn crop. On roads in the district such as Highway 534 to Nghi Phuong, checkpoints were established to prevent people from moving through dangerous flooded sections of the road... Before the storm made landfall, Nghi Loc urgently deployed preventive measures to minimize possible damage.
