I- IMPLEMENTATION OF CONCLUSION NO. 20-KL/TW OF THE 9TH POLITBURO
1-Nghe An is the homeland of President Ho Chi Minh and many outstanding leaders of the Party and State, with a strong revolutionary tradition, many contributions and sacrifices for the cause of building and defending the Fatherland. Nghe An has the largest natural area in the country, a population of more than 3 million people, an abundant labor force, rich natural resources, many famous landscapes, long-standing historical and cultural relics; has an important strategic position, is the hub of economic and cultural exchange between the North and the South, a gateway to Laos, Thailand and many other countries.
Over the past ten years, implementing Conclusion No. 20-KL/TW of the 9th Politburo on a number of socio-economic development policies of Nghe An province to 2005 and 2010, in the context of both opportunities and advantages as well as difficulties and challenges, the Party Committee, government and people of Nghe An have strived to implement many specific solutions, completing most of the tasks and goals set out. Notably:
The economy has grown quite well, with an average of 8.93% over the past 10 years. The economic structure has shifted in the right direction, gradually increasing the proportion of industry and services in GDP. The work of planning and planning management has been focused on direction and implementation; the infrastructure of transport, irrigation, electricity, post and telecommunications has been increasingly developed. A number of advantageous industries and industrial products have been formed. Services have been developed in a diverse and widespread manner, exceeding the set targets. Agriculture has developed steadily, in the direction of commodity production and high-tech application. The new rural construction program has received attention and achieved important initial results. Vinh City has gradually fulfilled its role as the economic and cultural center of the province and the North Central region. The western region of Nghe An has many clear changes in socio-economics.
Culture, education and training, and health care developed strongly; physical education, sports, communications, radio, and television made many new advances. The material and spiritual life of the people improved, and social policies were implemented with attention.
Political security, social order and safety are stable; national defense is well ensured, borders, seas and islands are maintained. Foreign relations and international cooperation are strengthened and expanded.
The political system from the province to the grassroots level has been consolidated and operates more and more effectively. The leadership capacity and fighting strength of the Party Committee have been enhanced. The management work of authorities at all levels has seen many positive changes. The activities of the Fatherland Front and socio-political organizations have seen many innovations.
2-However, Nghe An is still a poor province, with low per capita income, only 70% of the national average, and a high poverty rate. Economic growth is not sustainable, structural transformation is slow; quality and efficiency are low; some targets have not met the set plan. Socio-economic infrastructure has not met development requirements. Investment attraction results are still limited, there are no major breakthrough projects. Some key projects are slow to take effect. Most enterprises are small-scale, with unreasonable industry structure and low competitiveness. Some pressing issues in the fields of culture, society, security and order, especially in special areas, have not been well resolved; employment for workers is still limited. Party building and political system building in some aspects are still limited. Leadership capacity, fighting strength of some party organizations and the quality of a number of cadres and party members are not high. The effectiveness and efficiency of state management and administrative reform have not met requirements. The activities of the Fatherland Front and political organizations at the grassroots level are still formal and ineffective in some places.
3-The main reasons for the above limitations and weaknesses are: Nghe An is a province with a large area, a large population, many ethnic groups, and complex religions; harsh climate, droughts, storms, floods, and epidemics often occur. The province's economy starts from a low base, and there is no adequate investment source to create motivation to promote the potential and advantages of the regions.
The leadership capacity of the Party Committee, management and administration of the authorities at all levels is still lacking in determination and creativity; at times and in places, there is a mindset of waiting for investment and support from superiors; solidarity and unity in leadership and direction of the Provincial Party Standing Committee at some times is not high.
Coordination between the province and central ministries, branches and localities in the region is not specific, timely and ineffective.
II- ORIENTATIONS AND TASKS FOR THE DEVELOPMENT OF NGHE AN PROVINCE TO 2020
From now until 2020, on the basis of creatively applying the Resolution of the 11th National Party Congress, the Socio-Economic Development Strategy 2011 - 2020, the Central Resolutions associated with the effective implementation of the Resolution of the 17th National Party Congress of the Provincial Party Committee, Nghe An needs to continue to improve the leadership capacity and fighting strength of the Party organization, strengthen solidarity and unity, promote internal strength, take advantage of and attract all resources both inside and outside the province and abroad, strive to build Nghe An into a fairly developed province in the Northern region by 2015, creating the foundation to basically become an industrial province by 2020; a center of finance, trade, tourism, education - training, science - technology, health, culture, sports, high-tech industry of the North Central region; have a synchronous and gradually modernized infrastructure system; improve the material and spiritual life of the people; has an advanced culture, imbued with Nghe An identity; strong national defense and security, social order and safety are ensured.
To successfully achieve the above general goal, it is necessary to focus on leadership to effectively implement the following tasks and solutions:
1-Focus on exploiting and promoting potentials and advantages, developing the economy rapidly and sustainably, associated with renewing the growth model, improving quality, efficiency and competitiveness. Shifting the economic structure towards industrialization and modernization in accordance with the characteristics and location of the province. Strive for an average gross domestic product (GDP) growth rate of 11-12% in the period 2011-2020. GDP per capita by the end of 2020 will reach about 2,800-3,500 USD.
Strongly improve the investment environment to attract domestic and foreign investment, focusing on developing a number of industries with high science and technology content and added value. Develop supporting industries, clean industries, energy saving, and environmentally friendly industries. Strengthen cooperation and linkage between industries and industrial enterprises in the area and with provinces in the North Central region to effectively and economically use resources.
Build Vinh City into the center of the North Central region in finance, trade, tourism, science - technology, information technology, high-tech industry, healthcare, culture, sports, education - training; together with Cua Lo, develop into an economic growth pole and spearhead of growth of the province.
Together with Thanh Hoa, promote the development of the South Thanh Hoa - North Nghe An region, focus on building the Hoang Mai - Dong Hoi region associated with Nghi Son Economic Zone; develop dynamic industries such as thermal power, cement, steel, mechanics, chemicals, and seaports.
Together with Ha Tinh, promote the development of the South Nghe An - North Ha Tinh region. Build the Southeast Economic Zone into a key, multi-industry, multi-functional economic zone, focusing on the development of mechanical engineering, electronics, information technology, automobile manufacturing, high-tech equipment, pharmaceuticals, and agricultural, forestry and seafood processing industries. Continue to improve infrastructure and create mechanisms and policies to attract investment in developing industrial parks in the Economic Zone.
Implement well the New Rural Development Program, develop comprehensive agriculture towards ecological agriculture, and apply high technology.
Investing in socio-economic development of the Western region into one of the three key economic regions of the province, linking raw material areas with mining and processing of minerals, agricultural and industrial products. Building a high-tech agricultural zone with Nghia Dan as the center to exploit the agricultural potential of the Western region, creating products with quality, productivity, efficiency and being a typical example of high-tech agricultural production in the North Central region.
Promote the development of Thanh Thuy Border Gate Economic Zone, upgrade Thanh Thuy national border gate to an international border gate, becoming an important trade hub with Laos, Thailand, and Myanmar.
2-Focus on innovation, improving the quality and efficiency of urban and rural planning and construction management in association with economic, cultural and social development; supplementing mechanisms and policies to mobilize resources, strongly encouraging economic sectors to participate in investment and contribute capital to build synchronous infrastructure. Actively coordinate with ministries, central branches and localities in the region to focus on upgrading the road and railway traffic system, upgrading Vinh airport to an international airport, building and effectively exploiting seaports. Constructing irrigation works, flood prevention dyke systems, saline prevention and freshwater retention sluices, urban water supply and drainage systems; waste treatment; energy infrastructure, telecommunications infrastructure.
For some key projects in the North Central and Central Coast regions, in addition to the support capital according to the prescribed criteria and norms, priority will be given to allocating additional central budget to implement them on schedule.
3-Increase State investment associated with improving the effectiveness of implementing the socialization policy, mobilizing resources to develop education - training, science - technology, health, culture, physical education and sports.
Continue to innovate and improve the overall quality of education; promote investment attraction to build high-quality universities and vocational schools in the fields of information technology, biotechnology, new materials technology, etc. Expand the scale and improve the training quality of existing universities and vocational schools.
Develop a system of research and technology transfer agencies; attract research and application organizations of science and technology from central and international ministries and branches to locate in Nghe An. Build a team of intellectuals with sufficient capacity to advise, plan, plan, and develop socio-economic policies and research and apply science and technology in the province.
Step by step, invest in upgrading and modernizing the system of provincial hospitals, medical centers and district hospitals, ward, commune and town health stations. Develop a number of medical facilities in Vinh City into high-tech medical centers, gradually modernize towards specializing in oncology, cardiovascular, obstetrics, pediatrics..., with the ability to provide professional support to the North Central provinces.
Complete the planning of the historical and cultural relic system in the province; speed up the progress of the project to preserve, embellish and promote the value of Kim Lien historical and cultural relic site, the memorial site of late General Secretary Le Hong Phong and a number of other typical historical and cultural relics associated with tourism development. Exploit and promote traditional cultural values.
Continue to expand and diversify mass sports and high-performance sports activities; make Nghe An one of the strong sports centers of the country.
Implement social policies well and ensure social security; continue to improve and implement policies to support production development, create jobs, provide vocational training, send workers abroad, and prioritize the poor and ethnic minorities in poor districts, poor communes, and especially disadvantaged villages.
4-Strengthen national defense and security, maintain political and social stability in all situations; promote the strength of the entire political system and the great national unity bloc, link the task of socio-economic development with ensuring national defense and security; build defense zones and build a solid people's security posture and national defense posture; prevent hot spots and complications in security and order, especially in special areas.
5-Strengthen and expand foreign relations, promote the international integration process. Strengthen relations with neighboring provinces of Laos. Innovate foreign information activities, promote the image of Vietnam and the potential of Nghe An to attract foreign investors. Proactively prevent negative impacts arising in the international integration process.
6-Continue to strengthen the organization, improve the quality and efficiency of the political system. Regularly take care of Party building work, continue to effectively implement the Resolution of the 11th Central Committee on Party building. Promote administrative reform, improve the effectiveness and efficiency of State management work of all levels of government. Innovate the content and methods of operation of the Fatherland Front and people's organizations, effectively implement the grassroots democracy regulations, and strengthen the great national unity bloc.
7-Agree in principle on the allocation of staff, cadres and civil servants in accordance with the number of grassroots organizations, party members, administrative units, population and specific conditions of Nghe An. Assign the Central Organizing Committee to study and report to competent authorities for specific decisions.
III- IMPLEMENTATION ORGANIZATION
1-Building and developing Nghe An province - the homeland of President Ho Chi Minh is first and foremost the responsibility of the Party Committee, government and people of Nghe An, and also the responsibility of Party committees, Party organizations, the State, the Fatherland Front, and socio-political organizations at the central and local levels with a heart for the homeland and respect for President Ho Chi Minh.
The Party Committee, government and people of Nghe An must further promote the spirit of positivity, proactiveness, dynamism and creativity, exploiting all potentials and strengths of local resources to build their homeland; overcoming the mindset of relying on investment and support from superiors...
Central agencies must regularly coordinate, support and create favorable conditions for Nghe An to effectively implement the directions and tasks set out by the Politburo. Provinces and cities, especially the North Central provinces, need to actively consolidate and strengthen their linkages and cooperation with Nghe An, creating a unified economic space for mutual development.
2-The Government directs ministries and branches to coordinate with Nghe An province to specify and implement the above tasks and solutions. Specifically: Issue mechanisms and policies to develop Hoang Mai and Dong Hoi Industrial Parks to enjoy investment incentives associated with Nghi Son Economic Zone; support Nghe An to attract investment in large, breakthrough projects in the province's socio-economic development, with priority given to the high-tech sector; build a high-tech agricultural zone with a center in Nghia Dan district; support Nghe An to soon become a center for training high-quality human resources, a center for science and technology, information technology, a center for medical examination, treatment, and health care for people in the North Central region.
- Focus on accelerating the implementation progress and providing budget support for key projects in the province that have been approved and directed by the Politburo, Secretariat, Government and Prime Minister. Nghe An province coordinates with ministries and branches to develop specific projects and proposals, and report to the Government and Prime Minister for consideration and decision.
- Increase investment in building the central safety zone system and the defense system in the province; invest in infrastructure of Ngu island and Mat island to ensure maintaining sovereignty over sea and islands.
3-Annually, the Secretariat and the Government work with the leaders of Nghe An province to inspect the implementation of the Resolution; direct the timely resolution of difficulties, obstacles, recommendations and proposals of the province. The Central Economic Commission coordinates with the Central Party Office to assist the Politburo and the Secretariat in monitoring, reviewing and concluding the implementation of this Resolution.
