National Assembly Resolution on questioning and answering questions

On November 29, National Assembly Chairman Nguyen Sinh Hung signed Resolution No. 21/2011/QH13 on questions and answers at the 2nd session of the 13th National Assembly.

Resolution:

I. The National Assembly welcomes the determination of the Government and the Prime Minister in directing and operating the work to overcome difficulties and challenges, strive to complete the socio-economic, defense, security and foreign affairs tasks of 2011, creating momentum for the successful implementation of the socio-economic tasks that the National Assembly has identified for 2012 and the following years; ensure macroeconomic stability, keep inflation at single digits; implement drastic solutions so that the economy does not fall into stagnation, and production and business continue to develop.

II. The National Assembly noted a number of solutions that the Prime Minister and Ministers and Heads of sectors committed to before the National Assembly, including:

1. In the field of transportation:

- Affirm the political determination of the Government, sectors and levels in pushing back traffic accidents and traffic jams; determine the target from 2012 to reduce the number of accidents and deaths due to traffic accidents by 5-10% per year; reduce the level of traffic jams in Hanoi and Ho Chi Minh City; take 2012 as the year to re-establish discipline in traffic order and safety management.

- Approve the policies and measures of the Government and the Ministry of Transport to improve the effectiveness and efficiency of state management of traffic safety; promote propaganda, dissemination and education of laws, build traffic culture; create clear changes in the management of people and vehicles participating in traffic, vehicle registration; increase penalties for violations of traffic safety laws; eliminate "black spots" of traffic accidents on roads, railways and inland waterways.

- Assign the People's Council, People's Committee of Hanoi and Ho Chi Minh City, Ministry of Transport, Ministry of Public Security, relevant ministries and branches, within the scope of their tasks and powers, to synchronously implement solutions to ensure anti-traffic congestion as reported to the National Assembly.

2. In the field of agriculture and rural development:

- Increase investment in agriculture, farmers, and rural areas, ensuring that the investment level for the next 5 years is twice as high as that of the 2005-2010 period; strive for 20% of communes nationwide to meet new rural criteria by 2015.

- Organize research, production, and supply of quality seeds to meet the production needs of regions; link production with consumption, have appropriate policies for businesses and supermarkets to consume farmers' products; apply standards for importing agricultural products in accordance with international practices; adjust agricultural product purchasing; build wholesale markets, strengthen trade promotion, open trading floors, introduce agricultural products; combat dumping and discrimination against Vietnamese agricultural products.

- Properly implement planning and plans for agricultural land use, have synchronous solutions to limit the conversion of rice-growing land use purposes; support farmers in rice production, ensuring the preservation of 3.812 million hectares of rice-growing land.

- Develop forms of cooperation in agriculture, link 4 houses, link regions; replicate the model of "large-scale fields" to mechanize and apply advanced science and technology in production.

- Well implement the pilot agricultural insurance in the 2011-2013 period, especially insurance against risks caused by natural disasters and epidemics for rice, livestock, poultry, and aquatic products.

- Strengthen management of production, trade and use of pesticides and plant protection drugs; strictly handle organizations and individuals who violate the law.

- Review and adjust socio-economic development planning in conjunction with responding to the impacts of climate change, preventing and fighting storms and floods, especially planning the sea dike system. Encourage businesses to invest in developing environmental protection and sustainable development projects. Improve the effectiveness and efficiency of forest land allocation management so that forests have owners to manage, use and protect them; strictly handle violations of the law on forest protection and development; strongly support local authorities, forest rangers and farmers in afforestation and forest protection.

3. In the field of education and training:

- Develop a project to fundamentally and comprehensively innovate education and training, improve the quality of human resources to meet the requirements of industrialization, modernization and international integration; strictly regulate the conditions for training cooperation with foreign countries, distance learning, and in-service training to ensure the quality of university training; strengthen inspection, examination, and strictly handle higher education institutions that violate the conditions for ensuring training quality. Strictly manage extra teaching and learning, not to overload and pressure elementary school students.

- Improve the effectiveness and efficiency of state management, perfect the system of legal documents on education and training. In 2012, implement the subsidy regime for retired teachers who are not entitled to seniority; the allowance regime for preschool teachers, focusing on preschool teachers teaching in villages and hamlets and the regime for poor students of ethnic minorities, monks, teachers teaching Khmer and other ethnic minority languages; implement the roadmap for universalizing preschool education for 5-year-old children.

- Continue to prioritize investment in education development and training for children of ethnic minorities and disadvantaged areas, the Southwest, Central Highlands, Central Coast and Northern mountainous areas.

4. In the financial sector:

- Implement market price mechanism for electricity, petrol, coal and other important goods and services, have appropriate support policies for policy subjects. Enterprises operating in this field must publicly and transparently disclose production and business results and product prices for National Assembly deputies and the people to monitor; in 2015, complete divestment of non-core investments.

- Continue implementing price stabilization policy; linking distribution circulation with producers and retailers; expanding the scope of implementation to small and medium enterprises, widely deploying in rural, mountainous, remote and isolated areas.

- Restructure and facilitate the development of the stock market, bond market, insurance market and investment funds according to a management system in accordance with international practices to meet the capital needs of the economy.

- Effectively implement measures to prevent state budget losses; control transfer pricing that causes revenue losses; develop a roadmap to reduce state budget deficit; strengthen the effectiveness and efficiency of public debt management; strictly control debts guaranteed by the Government and borrowed by localities.

5. In the banking sector:

- Restructure the commercial banking system, ensure effective operations, diversified banking products and services, meeting the development requirements of the economy; gradually improve financial potential and competitiveness; ensure there are no more weak banks that persist, negatively affecting the economy.

- Implement a prudent and flexible monetary policy, ensuring inflation control and meeting economic growth requirements, capital needs for business production and agricultural production; manage exchange rates according to market signals to encourage exports, reduce trade deficit and ensure the value of the Vietnamese currency.

- Strictly manage import and export and the gold market, strive to prevent domestic gold prices from differing too much from world prices; protect people's gold ownership rights; have policies to mobilize gold resources among the people to serve development goals.

- Reduce lending interest rates, create favorable conditions for businesses to access capital, reduce input costs; prioritize credit for production, especially for agricultural and rural production, electricity production, export and for small and medium enterprises.

- Closely monitor credit activities of commercial banks; control real estate lending, securities trading and bad debts of banks; strengthen inspection, supervision and strictly handle negative phenomena in banking, foreign currency and gold trading.

III- The National Assembly assigned the National Assembly Standing Committee to consider the contents questioned by National Assembly deputies at the session and other questions sent in between sessions to organize questions and answers at the National Assembly Standing Committee meeting, noting a number of issues:

- Investment sector: The situation of scattered and ineffective state budget investment; measures to resolve this situation;

- Health sector: Ensuring resources to meet the people's disease prevention and treatment needs; medical ethics in the health sector;

- Education and training sector: Issues of fundamental and comprehensive innovation, improving the quality of education and training;

- Internal affairs: Recruitment, training, fostering and regime issues for state officials and civil servants; solutions to improve the quality of the government apparatus at the grassroots level.

Assign the Nationalities Council and the National Assembly Committees to hold explanatory meetings of Ministers and Sector Heads on urgent issues arising in the fields under the Council and Committees' responsibility, which are petitioned by voters and questioned by National Assembly deputies.

IV- The Government, the Prime Minister, the Minister of Transport, the Minister of Agriculture and Rural Development, the Minister of Education and Training, the Minister of Finance, the Governor of the State Bank of Vietnam, the Ministers, Heads of relevant ministerial-level agencies, the People's Councils, the People's Committees of provinces and centrally run cities, within the scope of their tasks and powers, are responsible for implementing the Resolution.

The National Assembly Standing Committee, the Nationalities Council, the National Assembly Committees, the National Assembly delegations, and the National Assembly deputies, within the scope of their tasks and powers, are responsible for supervising the implementation of the Resolution.

This Resolution was passed by the 13th National Assembly of the Socialist Republic of Vietnam, 2nd session on November 26, 2011./.
