Nghia Dan: Accounting officer absent from office without explanation.

(Baonghean.vn) - This information was obtained through a surprise inspection by the province regarding the implementation of Prime Minister's Directive No. 26/CT-TTg in Nghia Dan district.

On the morning of December 21st, a delegation from the Provincial People's Committee, led by Mr. Bui Dinh Sang - Chief Inspector of the Department of Internal Affairs, conducted a surprise inspection of the implementation of Directive No. 26/CT-TTg of the Prime Minister on strengthening discipline and order in state administrative agencies at all levels in Nghia Dan district.

In Nghia Son commune, the delegation focused on inspecting the assignment and implementation of tasks; workplace culture and discipline; the service system for the people at the "one-stop" service center; and the evaluation and ranking of officials and civil servants.

Overall, the unit's adherence to administrative discipline, order, and workplace culture is quite serious; officials and employees wear their identification badges regularly. The unit has also quite thoroughly specified regulations related to administrative discipline and order; and assigned specific tasks to each employee.

However, at the time the inspection team arrived at 9:45 AM, five people were absent from the office, four of whom had valid reasons. The accounting and finance officer, Nguyen Dinh Thao, was absent, and according to the Vice Chairman of the Commune People's Committee, Tran Dinh Thang, he had not received any notification from the officer about his whereabouts or activities. There was also a situation where some officers did not have nameplates or job titles displayed on their desks.

On the other hand, through examining records and minutes of meetings and briefings, the delegation also pointed out some shortcomings and limitations that the unit needs to address.

These include monthly meetings of the commune People's Committee that lack specific and clear conclusions from the chairperson, and the absence of a written summary of the meeting's conclusions after each meeting to clarify what has been accomplished, what has not, the responsibilities of organizations and individuals, and the implementation timelines. This lack of a basis for inspection and supervision would hinder the effectiveness of leadership and management in carrying out political tasks.

The unit has also not yet clearly and specifically assigned tasks to non-specialized personnel in writing; the mechanism for managing and arranging replacements and those on leave is not clear and specific;In addition, although the unit has a regulation requiring leaders to receive citizens once a month, no such meeting time is scheduled in the work plan…

Next, the working group also inspected the People's Committee of Nghia Dan district regarding compliance with Directive No. 26/CT-TTg and the implementation and rectification of the results of the previous inspection by the working group.

Overall, the People's Committee of Nghia Dan district has seriously and fully implemented the contents as required by Directive 26, as well as inspected and urged the implementation of the shortcomings pointed out by the previous inspection team.

The district has also established inspection teams and intensified compliance checks at the grassroots level, with six units inspected.
