Nghia Dan: Maintain Party discipline

(Baonghean) - Closely following the political tasks of the district Party Committee, in recent times, the Inspection Committees at all levels in Nghia Dan district have focused on improving the quality of Party discipline inspection and supervision work, contributing to consolidating and enhancing the leadership capacity and fighting strength of grassroots Party organizations.

A few months ago, people in NT commune, Nghia Dan district, received information that Mr. K - the commune chairman was dismissed and expelled from the Party with different thoughts. Some people said that such discipline was correct. Being the commune chairman and letting the treasurer embezzle tens of millions of dong in public funds, losing his position and Party membership was not unjust. Some people thought that such a punishment was too harsh. If the leader's responsibility was to be disciplined, then just dismissal from office would be enough.

However, most cadres, party members and local people believe that the chairman's disciplinary action was correct. Although there was no embezzlement or corruption, he was the account holder and leader but he was lax in financial management and lacked a sense of responsibility, resulting in violations of the State's economic management regulations and the Party's Charter. This is one of five cases of party members violating Party discipline in 2013 and being disciplined by expulsion in Nghia Dan district. Last year, the competent Party Committees in Nghia Dan disciplined over 30 other party members from reprimand to warning in the entire Party Committee. Of these, 7 party members were disciplined for lack of responsibility. The party members who received the above disciplinary action were all "convinced" and no one filed a complaint because the competent authority handled the case in a way that ensured both principles and reason.

Discussing this issue, comrade Mai Truong Bang - Chairman of the District Party Committee's Inspection Committee said: "Doing the right thing, doing it seriously, and being reasonable not only educates party members but also creates solidarity and unity in grassroots party organizations; is supported by public opinion; and contributes to the work of building party organizations at the grassroots level."

In the first 11 months of 2013, the Standing Committee of the District Party Committee and the Inspection Committee of the District Party Committee organized 23 inspections according to the program at 94 party committees and affiliated party cells. Most of the party inspections and supervisions in Nghia Dan focused on key areas such as construction, finance and budget; the national target program on new rural construction. In particular, the inspections focused on the implementation of Directive 03-CT/T.Ư of the Politburo on "Studying and following the moral example of Ho Chi Minh" as well as the implementation of Resolution 4 of the Central Committee (Term XI) on "Some urgent issues on Party building at present".

In addition to regular supervision tasks, the Inspection Committee and Party committees at all levels have organized 52 thematic supervisions, 56 organizational supervisions, and 95 party member supervisions; of which the district Party Committee organized 30 thematic supervisions and 30 party member supervisions. The supervision content focused on leadership, direction, and implementation of the Party's guidelines, directives, and resolutions, and the State's policies and laws; for party members and cadres, supervision of the performance of assigned duties and tasks, awareness of preserving qualities, ethics, and lifestyles... Typical of these are the supervisions organized by the Standing Committee of the District Party Committee on the following contents: supervision of the leadership and direction of Resolution 03/NQ - HU dated April 14, 2011 of the Standing Committee of the District Party Committee on "Building a strong Fatherland Front and mass organizations in the period of 2011 - 2015 at Nghia Loi and Nghia Lien Party Committees"; Supervise the implementation of Directive 09 of the Provincial Party Standing Committee and the Notice of the District Party Committee on "Promoting population work and family planning in the new situation" at the Party Committees of Nghia Long and Nghia Hoi...

In particular, the Standing Committee of the District Party Committee has organized large-scale supervision of the leadership and direction of the implementation of conclusions on what needs to be done immediately after the review in the spirit of Resolution 4 of the Central Committee (term XI) at the Party Committees of communes and towns in the whole district; supervised the implementation of Plan 52/KH - HU on implementing what needs to be done immediately after the review of Resolution 4 of the Central Committee (term XI) on the direction of the District People's Committee in reviewing and evaluating the progress and quality of construction works invested by the District People's Committee in the area.

Through inspections and supervisions, the Party Committees of the Inspection Committees at all levels in Nghia Dan have discovered and recommended that the inspected places correct errors and violations; promptly discovered and recommended to relevant agencies to implement solutions to overcome limitations in the work of planning and projects for new rural construction; promptly corrected weaknesses in some commune Party Committees in leading and directing the implementation of capital mobilization and management...

Along with that, Nghia Dan focuses on consolidating and perfecting the grassroots Inspection Committees and considers this a core issue to improve the quality of Party inspection and supervision activities. In particular, the head and members of this agency must ensure honesty and sensitivity in their work. Thanks to that, up to now, most of the Inspection Committees at all levels in Nghia Dan have a strong staff in all aspects. Most of the grassroots Inspection Committees have detected and processed information sources to effectively inspect signs of violations. These include Party Committees such as Nghia Hoi, Nghia Loc, Nghia Long and Party Committees of agencies such as the District Police and the District Military Command.

The lesson learned in the inspection and supervision work of the Nghia Dan District Party Committee's Inspection Commission in the past time is to proactively survey the situation, correctly identify the content and signs of violations, and organize inspection and supervision after handling violations. Thereby, the Inspection Commission and Party committees at all levels clearly point out the advantages, give comments and criticism on shortcomings and weaknesses, and request the Party organization and Party members to promote or overcome and correct.
