Nghia Phuc: Effectiveness of projects 135

Arriving at Hong Ky hamlet, Nghia Phuc commune, we saw a group of masons actively building a communal house on a large area of land right at the entrance of the village. Observing that the foundation of the house was built with limestone, the walls were built with baked bricks, 20 cm thick. The hamlet chief, Mr. Pham Huu Thanh, said: Previously, the communal house was cramped, makeshift, and degraded, so it was no longer suitable for the hamlet to operate. With the state's investment capital from Program 135/CP, although the hamlet still had many projects that needed investment, considering that the communal house was the most necessary, the villagers discussed and agreed to create a site for construction. The location of the community cultural house is a low hill area, which has been assigned to 6 households who have been growing acacia for a long time. When the hamlet had a policy to build a communal house here, these 6 households agreed to return the land to the locality, and the villagers contributed 8 million VND to hire a bulldozer to level the ground. The amount of soil taken was used by the hamlet to build two roads connecting the hamlet to the meeting hall, costing 12 million VND. The entire amount was contributed by the people in the hamlet.
With a site area of 2,000 m2, in early March, the construction unit, Anh Le Construction Company Limited (Lat Town - Tan Ky), started construction. During the construction process, the commune coordinated with the hamlet to establish a Community Supervision Board, headed by the Chairman of the Commune Fatherland Front Committee, the hamlet chief and a resident as members, taking turns supervising from the time of digging the foundation to the completion of the project. Mr. Thanh said: “We not only supervise the design stage, the quality of bricks and cement, but also monitor the proportion of each batch of mortar and the construction joint technique. If the workers are irresponsible, we will remind and correct them immediately. Therefore, from workers to assistants, all have increased their responsibility in their work, ensuring the quality, technique and time of the project. With this construction speed, the project is expected to be completed this April!”

Mr. Ta Quang Tinh - Chairman of the Commune People's Committee, added: Previously, Nghia Phuc only had 7 extremely disadvantaged hamlets, benefiting from Program 135/CP. Thanks to the annual investment capital, the meeting halls of these 7 hamlets were built with investment capital from Program 135/CP, ensuring quality and area according to NTM standards, and were supported by the people. Since September 2013, Nghia Phuc has been approved by the Government as Commune 135, creating favorable conditions for the locality to continue investing in essential works in hamlets. Currently, out of the remaining 13 hamlets, 5 hamlets do not have meeting halls that ensure quality, the commune directs hamlets and hamlets to actively create land for construction according to the annual allocated capital.
For hamlets that already have a communal house, when there is capital, priority is given to building a system of intra-field canals and intra-hamlet roads. Currently, most of the intra-field canal systems have not been solidified, leading to difficulties in irrigation, while the water source for irrigation of crops mainly depends on small dams. Although some hamlets have used capital from Program 135 to pour concrete on intra-hamlet roads, the quality is guaranteed, but most of the length of the intra-village roads in hamlets has not been poured concrete, making it inconvenient for people to travel.
The reason why the projects in Nghia Phuc commune, which were built with state investment capital as well as people's contributions, are all of good quality, is because the commune coordinated with the hamlets to establish a Community Supervision Board. The construction units strictly followed the design, if any project was found to be not in accordance with the design or quality, the Community Supervision Board promptly reminded and corrected it. For example, 2 years ago, in Bac Son and Hoa Mu hamlets, when building a meeting house, the Community Supervision Board discovered that the construction unit used wood that did not meet the design quality, so they asked the contractor to replace it.
In the program of building new rural areas, Nghia Phuc commune is facing the most difficulty in building infrastructure, while people's lives are still difficult. The locality determines that all state capital from investment support programs and policies is very important. Therefore, the locality always puts the quality of the project first, and the two important factors to decide on quality projects, bringing practical effects to local people are promoting grassroots democracy and community supervision.
