(Baonghean.vn) - As one of the resettlement areas of the key project of Ban Ve Hydropower Plant, the traffic system to Ca Moong village (Luong Minh commune, Tuong Duong district) should have met the standards. However, the reality is completely opposite.
To implement the Ban Ve hydropower project, in 2011, 130 households of Ca Moong village (formerly Kim Da commune) had to move to live in Khe Pong area (Luong Minh commune). To enter the Ca Mong resettlement area, one must first take a boat from Ban Ve upstream to Ca Moong wharf. |
It takes about 30 minutes by boat on Ban Ve hydroelectric lake to reach Ca Moong wharf. |
From Ca Moong wharf, you have to continue to cross the only road to enter the resettlement area. |
According to regulations, the 3km road from the boat dock to the Ca Moong resettlement area must be built to A-class standards, meaning the road surface must be built with hard materials. However, this road has just been leveled, and after just a light rain it has become muddy and slippery. |
The road was designed with a roadbed width of 6m and a road surface of 4m, but now the road surface is only about 2m in some sections. There are 2 points of severe landslides, deeply gouging into the center of the road. |
Ca Moong village has 146 households and 760 people. The roads within the village are all rugged and rocky, tangled like spider webs. |
This is a stream but also a road for people. |
Some of the slopes are almost vertical, making walking difficult, let alone riding a motorbike. |
The internal resettlement road has not been invested in construction yet. Many people have raised questions about the responsibility of the investor, the Ban Ve Hydropower Project Management Board, towards the people. |
The elderly in the village who want to go to the wharf to return to the production area often choose to walk to ensure safety. |
Every month, Mr. Oc Van May's car has to have a new pair of tires to withstand the slippery road to Ca Moong village. |
After each trip to and from the resettlement area, Mr. Oc Van May’s car gets covered in mud. He has to wash it so that it will have good friction and be anti-slip the next time he uses it. |
