The Ministry of Public Security is drafting a Circular regulating the tasks of fire prevention, firefighting, rescue and relief of the People's Public Security force.

It is strictly forbidden to take advantage of fire prevention and fighting inspection work to gain personal gain or cause difficulties for the inspected unit.
According to the draft, the implementationfire prevention and fighting inspection workmust ensure the following principles:
a) Comply with the provisions of law on fire prevention, fire fighting, rescue, provisions of this Circular and other relevant provisions of law;
b) Ensure consistency in the organization and implementation of fire prevention and fighting inspection work;
c) It is strictly forbidden to take advantage of fire prevention and fighting inspection work to infringe upon the interests of the State and the legitimate rights and interests of organizations and individuals.
Task performancedesign appraisal, inspection of fire prevention and fighting acceptance workmust ensure the following principles:
a) Assign staff with appropriate capacity, ensuring standards according to the provisions of this Circular and other regulations of the Ministry of Public Security to carry out design appraisal and acceptance of fire prevention and fighting;
b) Training on design appraisal and acceptance of fire prevention and fighting must be regular and timely to meet work requirements and improve the quality of staff performing this work;
c) Ensure objectivity, publicity, transparency, and correct assessment of the capacity and qualifications of staff in the work of professional inspection, design appraisal, and acceptance of fire prevention and fighting.
Regular work and regular inspection of fire fighting, rescue and relief readinessmust ensure the following principles:
a) Regular activities of fire fighting, rescue and relief work are carried out according to the principle of concentration of the armed forces; comply with the provisions of the law and regulations of the People's Public Security, under the direct and comprehensive command of the unit's leaders, commanders and superiors;
b) Ensure readiness of forces, means and other necessary conditions to serve timely fire fighting, rescue and relief work;
c) The regular duty hours of the Police of units and localities are implemented according to the 24/24 regime every day to ensure readiness for fire fighting, rescue and relief in all situations;
d) The regular inspection of firefighting, rescue and relief readiness must ensure safety, objectivity, publicity, transparency and democracy in assessing the situation and results of work at the inspected unit. It is strictly forbidden to take advantage of the inspection to gain profit, obstruct, cause difficulties or affect the normal operations of the inspected unit.
Organize 24/7 duty, ensure readiness for fire fighting and rescue
The draft also provides specific regulations on the organization of fire fighting and rescue readiness.
Accordingly, the direct command of fire fighting and rescue includes:
a) At the Ministry of Public Security's Command Information Center: 01 leader of the Ministry;
b) At the Provincial Police Command Information Center: 01 comrade in the Board of Directors;
c) At the Fire Prevention, Fire Fighting and Rescue Police Department under the Provincial Police: 01 Department leader;
d) At the Fire Fighting and Rescue Team, the Regional Fire Fighting and Rescue Team, the River Fire Prevention and Rescue Police Team under the Fire Prevention and Rescue Police Department, the District-level Fire Prevention and Rescue Police Team: 01 Team-level commander;
d) At the Commune-level Police: 01 comrade in command of the Commune-level Police.
Directly receive and process fire alarm information, rescue situation reports:
a) At the 114 Command Information Center: each shift must have at least 02 officers and soldiers, including at least 01 officer or non-commissioned officer with expertise in fire prevention, firefighting, rescue and salvage;
b) At the Information Reception and Processing Department of the Team-level units under the Fire Prevention, Fire Fighting and Rescue Police Department, District-level Police and Commune-level Police, each shift must arrange at least 01 officer or soldier.
On standby for fire fighting and rescue:
Officers and soldiers on duty ready for fire fighting and rescue are arranged into teams corresponding to the basic fire fighting and rescue formation to control, operate and use fire fighting and rescue vehicles put on duty, specifically:
a) For fire trucks and rescue vehicles, each vehicle is assigned a team consisting of 1 team leader and 5 soldiers;
b) For fire-fighting ships, each ship is assigned 01 team including 01 team leader and 08 soldiers;
c) For fire-fighting and rescue canoes, each canoe is arranged with 1 team consisting of 1 team leader and 6 soldiers;
d) For fire boats, rescue boats, each boat is arranged with 01 team leader and 03 soldiers;
d) For other fire-fighting, rescue and salvage vehicles, based on the vehicle's features and the manufacturer's design, each vehicle shall have 01 team including 01 team leader and the number of soldiers according to the manufacturer's design.
Regarding the time for organizing shifts ready for fire fighting and rescue, the draft stipulates that command and fire fighting and rescue shifts are organized one shift per day, ensuring 24/7 duty.
Directly receiving and processing fire alarms, rescue situation reports, and rescue operations are organized into many daily shifts decided by the unit leader based on the unit's troop numbers and combat requirements.
Fire prevention and fighting equipment must be maintained regularly.
The draft requires that the provided firefighting, rescue, and emergency equipment must be placed on standby for firefighting, rescue, and emergency response. In case of storage, there must be a plan ready for use when there is a mobilization order.
Fire-fighting, rescue and emergency vehicles put on duty must be operational, synchronized, and have sufficient numbers according to the manufacturer's design, and must be neatly arranged and convenient for use.
Fire prevention, firefighting, rescue and salvage equipment must be managed, preserved and maintained regularly and periodically to ensure readiness for firefighting and rescue.
