On June 13, Minister of Transport Dinh La Thang issued a directive to drastically implement synchronous solutions to reduce traffic accidents in road transport activities.

Minister Dinh La Thang requested the agencies and units under the Ministry to: Strengthen the review of legal documents on road transport, propose to perfect regulations in transport activities to improve conditions for ensuring traffic order and safety (TTATGT); promptly detect and strictly and thoroughly handle all violations by cadres, civil servants, public employees, and workers of their agencies and units in the performance of official duties in management, inspection, examination of transport activities, training, testing, granting of driving licenses, technical safety inspection of vehicles...

Organize a National Conference on Road Traffic Safety in June 2013, focusing on the contents to propose, agree and commit to implementing synchronous solutions both in the short and long term to control and reduce traffic accidents...

Review and inspect existing legal documents, propose amendments, supplements or promptly issue new legal documents related to the field of traffic safety assurance according to practical requirements; Review and inspect all training, testing and driver license centers, focusing on inspecting training and testing centers with many drivers causing traffic accidents from the beginning of 2013 to present. Request to stop operations of centers that do not meet the conditions.

Research and promptly propose adjustments to regulations on age for drivers of passenger cars, buses and container trucks in relevant legal documents.

Along with continuing to promote investment in construction, upgrading and renovating traffic infrastructure to ensure progress and quality, and putting into operation with full conditions for organization and ensuring traffic safety, Mr. Thang requested TCDB to speed up the implementation of the Project to Upgrade and Renew the Road Sign System on national highways, especially National Highway 1 and National Highway 14; coordinate with the Department of Transport of provinces and cities to urgently review and install median strips on national highway sections that have conditions for two or more lanes in each direction, upgrade and supplement the system of emergency roads, especially on mountainous roads with dangerous curves, mountain passes and steep slopes.

The Vietnam Register is assigned to review, compile statistics and specifically evaluate the technical condition of vehicles involved in serious accidents since the beginning of the year, clearly identify the responsibilities of inspection stations, officers and inspectors involved, strictly handle violations and report to the Ministry in June 2013; research, supplement and develop legal documents regulating technical safety conditions, age limits of passenger transport vehicles on long-distance fixed routes and vehicles allowed to operate at night.

The Ministry Inspectorate guides, urges and coordinates with the Inspectorate of the Departments of Transport to step up inspection of compliance with transport business conditions and regulations on bus stations; resolutely and decisively handle violations; recommend the police to initiate prosecution of cases of violations of legal regulations causing serious consequences.

Minister Dinh La Thang requested the Departments of Transport to promptly detect and strictly and thoroughly handle all violations by cadres, civil servants and public employees of units under the Department in performing official duties in managing, inspecting, examining transport activities, training, testing, issuing driving licenses, and inspecting technical safety of vehicles.

At the same time, inspect, monitor, and strictly handle transport business units and bus stations that violate regulations on transport management and conditions for transport business, especially regulations on ensuring traffic safety, labor contracts, and management of drivers' working hours. Resolutely suspend operations and revoke transport business licenses for transport business units that deliberately do not comply with registered business plans, outsource all transport activities to drivers, and sell brands to drivers; Require transport units and units providing vehicle tracking devices (black boxes) to provide data to the Ministry of Transport and the National Traffic Safety Committee upon request for integration and management...

Departments of Transport must set up 24/7 hotline numbers and widely announce on the Department's website and in the mass media so that people know and promptly report on safety risks in the operation of passenger and freight transport vehicles and road traffic infrastructure.
