Western countries, including the United States, planned to destroy international law and replace it with their own rules when NATO decided to bomb Yugoslavia in 1999, Russian Foreign Minister Sergei Lavrov said.

According to Mr. Lavrov, at the Rambouillet conference in 1999, all Western countries that were permanent members of the UN Security Council (France, Britain and the United States) enthusiastically supported the use of force against Yugoslavia, with Canada and the Netherlands being the strongest supporters. Russia, China, Argentina and Brazil opposed this.

"You know how it all ended. Now it is impossible to stop the Americans," Lavrov said in an interview with NTV.

“That's when the process of replacing concepts began, and the Americans chose the path of destroying international law, replacing it with certain rules as the basis of the order. Now Western countries are increasingly using the term 'rules-based order' instead of calling for compliance with international law. And the difference is obvious. International law is the result of consensus negotiations, while rules are the invention of the Westerners themselves and require everyone else to follow them. This started exactly at that time, that is, 20 years ago,” the head of the Russian Foreign Ministry added.
