People with meritorious services to the revolution are entitled to health care benefits.
People with meritorious services to the revolution and their relatives will enjoy a health recovery care regime, in which the cost for home care is 1,110,000 VND/person/time; the cost for centralized care is 2,220,000 VND/person/time.
The above important content is stated in Joint Circular No. 13/2014/TTLT-BLDTBXH-BTC issued by the Ministry of Labor - Invalids and Social Affairs and the Ministry of Finance; which guides the health recovery care regime, the provision of assistive devices and orthopedic devices for people with revolutionary contributions and their relatives; and the management of works honoring martyrs.

Subjects receiving health rehabilitation treatment once a year include: people who participated in revolutionary activities before January 1, 1945; people who participated in revolutionary activities from January 1, 1945 to the August 1945 uprising; biological parents with only one child who is a martyr or biological parents with two or more children who are martyrs; Vietnamese heroic mothers; war invalids, people enjoying policies like war invalids and war invalids of type B, sick soldiers with a rate of labor capacity reduction due to injury or illness of 81% or more; people who participated in resistance activities infected with toxic chemicals with a rate of labor capacity reduction due to the effects of toxic chemicals of 81% or more; people who have contributed to the revolution and have been awarded the "Fatherland's gratitude" Medal or the "Contribution to the country" Certificate by the State.
Subjects receiving health rehabilitation care every two years include: biological fathers and mothers of martyrs; people who raised martyrs when they were young; wives or husbands of martyrs; children of martyrs with severe or especially severe disabilities; Heroes of the People's Armed Forces, Heroes of Labor during the resistance war; war invalids and sick soldiers with a rate of reduced working capacity due to injury or illness of less than 81%; resistance fighters infected with toxic chemicals with a rate of reduced working capacity due to the effects of toxic chemicals of less than 81%; revolutionary or resistance fighters who were imprisoned or exiled by the enemy; people who helped the revolution during the resistance war and are receiving monthly allowances.
According to the Circular, the duration of a nursing period is from 5 to 10 days, not including the time to go and return. During a concentrated nursing period, for objective reasons, if the subject stays less than 30% of the time during a nursing period, the Director of the Department of Labor, War Invalids and Social Affairs will consider and decide to go for nursing in the next period; in case the subject stays for 30% or more of the time during a nursing period, the remaining nursing amount will not be paid. In addition, during the concentrated nursing period, if the subject falls ill and needs emergency care, he/she will be referred and taken to the nearest medical examination and treatment facility according to the current health insurance regime.
Regarding the regime of providing assistive devices and orthopedic devices, the Circular clearly stipulates the principle: providing money for the subjects to buy assistive devices and orthopedic devices. The amount of money provided to buy assistive devices and orthopedic devices (including money for purchasing accessories and maintaining devices) is according to the appendix issued with this Circular. During the implementation process, the Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Ministry of Finance to adjust based on the state budget capacity, taking into account the inflation factor.
The funding for the purchase of assistive devices and orthopedic instruments (including the purchase of accessories and maintenance of the instruments) for the entire period of use is done at once.
This Circular takes effect from July 20, 2014.
