People pay 47% of medical expenses
Speaking at an international press conference on September 23 in Hanoi, on the occasion of the World Health Organization (WHO) Western Pacific Regional Conference held in Vietnam from September 24 to 28, Minister of Health Nguyen Thi Kim Tien said that out-of-pocket spending on healthcare in Vietnam has decreased in recent years but is still at 47%, while WHO recommends that this part should not exceed 30-40%.

According to Ms. Tien, implementing universal health insurance is a solution being aimed at reducing out-of-pocket costs for people. This week, the Ministry of Health will report the universal health insurance project to the Government Standing Committee, aiming to have 75% of the population covered by health insurance by 2015 and 85-90% by 2020. The Ministry of Health is proposing that the Government find financial resources to support the near-poor with the remaining 30% of health insurance premiums (currently the budget supports 70%) and increase the level of health insurance support for farmers, forestry, fishery and salt workers to 50% from 2013.
