Nghe An people use VNeID to transfer vehicle ownership
From June 15, 2025, Nghe An residents can carry out car and motorbike registration procedures entirely electronically through the Ministry of Public Security's Public Service Portal. The pilot implementation of this form of transaction helps save time and costs, while improving transparency in vehicle management.
Quick vehicle registration procedure
Without having to notarize the contract as before, Mr. Tran Van Thai (Hung Dung Ward, Vinh City) has just completed the procedure of transferring the ownership of an old motorbike to his younger brother completely online. All steps are quick and clear.
Previously, each time he did the car transfer procedure, Mr. Thai had to go back and forth many times, wasting time to meet the buyer and then go to the notary office together. Then, he continued to complete the registration tax documents, go to the vehicle registration office to complete the procedure. The process took several days, even a week if both parties lived far away.
Now, with just a level 2 VNeID account, he can declare ownership transfer right at home. The system confirms the information, sends data to the tax office and registers the vehicle. The buyer only needs to complete the rest. Mr. Thai performed the operation in the evening and received a confirmation notice the next morning.

It took nearly a week to transfer the ownership of an old car because she had to make an appointment with the seller to notarize and pay taxes. Ms. Nguyen Thi Hai (Dien Truong commune, now Hung Chau commune, Dien Chau district) said that every time she traveled, it was very difficult because her house was nearly 20 km from the administrative center. Not to mention, she had to arrange her work or take time off.
This time, knowing that she could transfer the vehicle registration through the Public Service Portal, Ms. Hai tried it with a motorbike she bought from an acquaintance. The system provided clear step-by-step instructions, and both the seller and the buyer had VNeID, so the information was confirmed very quickly. No need to go to the notary office, no need to carry documents around. After receiving the tax notice, she only needed to go to the vehicle registration office to submit the original to complete the process.
One noteworthy point is the transparency of the process. Ms. Nguyen Ha An (Vinh City), who has bought and sold cars many times, evaluated the system clearly displaying each step of the process, from whether the parties have confirmed or not, how the tax authority has received and processed it, to the time the file is transferred to the vehicle registration agency. All information is publicly updated, helping people to easily monitor the progress, avoiding the situation of missing information or having to wait for unknown reasons. Thanks to that, people are also more assured about the legality of the transfer.
Strengthen propaganda and guidance for people
On June 12, 2025, the Office of the Ministry of Public Security issued Official Dispatch No. 4858/V01-TTTTCH on the implementation of electronic ownership transfer transactions for vehicle registration on the Ministry of Public Security's Public Service Portal. This is an important policy to promote the digital transformation process in the field of registration and management of motor vehicles.
According to the document, the Ministry of Public Security directed to continue implementing in 3 localities including Ha Nam, Thai Nguyen, Ho Chi Minh City, and at the same time expand the implementation in the localities of Hanoi, Hue, Lai Chau, Dien Bien, Son La, Cao Bang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Binh Dinh. In particular, Nghe An is one of the localities chosen for early implementation, with the expectation of becoming a bright spot in applying technology to reforming administrative procedures to serve the people.

Implementing the direction of the Ministry of Public Security, the Nghe An Provincial Police Department has directed the Traffic Police Department (PC08) and the Police of units and localities across the province to proactively take action with the highest sense of responsibility. The implementation is not simply a technical task, but an affirmation of the strong determination of the Nghe An Provincial Police force in realizing the goal of "taking people as the center of service" of public administrative reform.
Lieutenant Colonel Hoang Manh Hung - Deputy Head of the Traffic Police Department of Nghe An Provincial Police, said that to effectively implement this policy, the unit has developed a specific plan, organized training for officers, reviewed technical infrastructure, and closely coordinated with the Police of units and localities in propagating and guiding people to proficiently use the online platform.
Accordingly, the transaction of transferring ownership of electronic vehicles is carried out in a 4-step process. First, the vehicle owner (the person whose name is on the vehicle registration) logs into the Ministry of Public Security's Public Service Portal and declares information about transferring ownership of the vehicle in the vehicle repossession procedure. This declaration step is done entirely online, helping people to proactively operate at any convenient time without having to go directly to the police agency.
Next, the system will automatically send information of the seller, co-owner (if any) and buyer to the VNeID platform to authenticate identity and confirm the transaction. Authentication by electronic identification helps ensure accuracy and limits risks arising from information forgery.
Once the verification is complete, the Public Service Portal will send information about the vehicle revocation to the vehicle registration system to process the revocation procedure, and synchronize data to the electronic tax system so that people can fulfill their obligation to pay registration fees. All data generated during this stage will be recorded and reused in the next steps, minimizing the need for people to re-declare.
Finally, the buyer completes the vehicle registration transfer procedure at the vehicle registration office according to current procedures. Thanks to the data being authenticated and connected, the process becomes quick, transparent and hassle-free for the people.
The unique feature of the new process is the use of ownership transfer authentication data as an official legal document component, serving all three procedures: revocation, tax payment and vehicle registration transfer. Vehicle registration officers are assigned to proactively access, check and exploit data on the vehicle registration system, ensuring consistency and accuracy throughout the process.
The subjects of this process are citizens with a level 2 VNeID account and permanent residence in the above provinces and cities. In particular, Nghe An people when participating in buying and selling cars, motorbikes, electric motorbikes or scooters can do it through the electronic platform without having to go to notary offices or bring many types of documents as before.
The pilot implementation of electronic transactions in vehicle registration is aimed at saving time and costs for people, while simplifying procedures, reducing paperwork and travel pressure. However, this is new content, so during the implementation process, people - especially the elderly or those with little contact with technology - may encounter difficulties. Therefore, during the operation process, people can call or come directly to the reception department of the Provincial Traffic Police Department or the Commune Police to receive support in operating on the Public Service Portal, authenticate via VNeID and declare step by step.
With a proactive and receptive spirit, Nghe An Provincial Police force affirms that it will accompany the people throughout the pilot period and is ready to adjust the method to make it most convenient.
