From June 15, 2025, people in Nghe An province can complete the procedures for transferring ownership of cars and motorbikes entirely electronically through the Ministry of Public Security's Public Service Portal. The pilot implementation of this transaction method helps save time and costs, while also enhancing transparency in vehicle management.

Quick and easy vehicle ownership transfer procedure.

Unlike before, when notarizing contracts was required, Mr. Tran Van Thai (Hung Dung Ward, Vinh City) has just completed the procedure of transferring ownership of his used motorbike to his younger brother entirely online. All steps were quick, efficient, and straightforward.

Previously, every time Mr. Thai went through the vehicle transfer process, he had to make multiple trips, wasting time arranging meetings with the buyer and going together to the notary office. After that, he had to go through the process of paying the registration tax and completing the procedures at the vehicle registration agency. This process took several days, even a week if both parties lived far apart.

Now, with just a level 2 VNeID account, he can declare the transfer of ownership right from home. The system verifies the information, sends the data to the tax authorities, and registers the vehicle. The buyer only needs to complete the rest. Mr. Thai performed the operation in the evening, and received a confirmation notification the next morning.

Nguyen Thi Hai (from Dien Truong commune, now Hung Chau commune, Dien Chau district) said that it took her almost a week to transfer ownership of her used car because she had to schedule an appointment with the seller at the notary office and then pay the taxes. Each trip was very difficult because her house is nearly 20 km from the administrative center. Not to mention, she had to arrange her work schedule or take time off work.

This time, knowing that she could transfer vehicle ownership through the Public Service Portal, Ms. Hai tried it with a motorbike she bought from an acquaintance. The system provided clear step-by-step instructions, and since both the seller and buyer had VNeID, the information was verified very quickly. There was no need to go to a notary office or carry documents back and forth. After receiving the tax notice, she only needed to go to the vehicle registration office to submit the original documents to complete the process.

One noteworthy aspect is the transparency of the process. Ms. Nguyen Ha An (Vinh City), who has bought and sold vehicles many times, praised the system for clearly displaying each step of the process, from whether the parties have confirmed the transaction, how the tax authorities have received and processed it, to the time the file is transferred to the vehicle registration agency. All information is publicly updated, allowing people to easily track progress and avoid situations where there is a lack of information or unexplained delays. As a result, people feel more secure about the legality of the transfer.

Strengthen public awareness campaigns and provide guidance to the people.

On June 12, 2025, the Office of the Ministry of Public Security issued Official Letter No. 4858/V01-TTTTCH regarding the implementation of electronic ownership transfer transactions for vehicle registration on the Ministry of Public Security's Public Service Portal. This is an important policy aimed at promoting digital transformation in the field of registration and management of motor vehicles.

According to the official document, the Ministry of Public Security directed the continued implementation in three localities: Ha Nam, Thai Nguyen, and Ho Chi Minh City, while also expanding the implementation to other localities including Hanoi, Hue, Lai Chau, Dien Bien, Son La, Cao Bang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, and Binh Dinh. Nghe An is one of the localities selected for early implementation, with the expectation of becoming a shining example in applying technology to administrative procedure reform to serve the people.

Following the directives of the Ministry of Public Security, the leadership of the Nghe An Provincial Police Department instructed the Traffic Police Department (PC08) and police units and localities throughout the province to proactively participate with the highest sense of responsibility. This implementation is not merely a technical task, but a strong affirmation of the Nghe An Provincial Police force's determination to realize the goal of "putting the people at the center of service" in public administration reform.

Lieutenant Colonel Hoang Manh Hung, Deputy Head of the Traffic Police Department of Nghe An Provincial Police, said that to effectively implement this policy, the unit has developed a specific plan, organized training for officers, reviewed technical infrastructure, and closely coordinated with police units and localities in disseminating information and guiding people to proficiently use the online platform.

Accordingly, the electronic vehicle ownership transfer process consists of four steps. First, the vehicle owner (the person whose name is on the vehicle registration certificate) logs into the Ministry of Public Security's Public Service Portal and declares the vehicle ownership transfer information in the vehicle repossession procedure. This declaration step is done entirely online, allowing citizens to proactively perform the operation at any convenient time without having to go directly to the police station.

Next, the system will automatically send the information of the seller, co-owner (if any), and buyer to the VNeID platform for identity verification and transaction confirmation. Verification using electronic identification ensures accuracy and minimizes risks arising from information fraud.

After verification is complete, the Public Service Portal will send information about vehicle revocation to the vehicle registration system for processing, and simultaneously synchronize data to the electronic tax system so that citizens can fulfill their obligation to pay registration fees. All data generated during this stage is recorded and reused in subsequent steps, minimizing the need for citizens to re-declare their information.

Finally, the buyer declares the information to complete the vehicle ownership transfer procedure at the vehicle registration agency according to the current process. Thanks to the fact that the data has already been verified and interconnected, the process becomes quick, transparent, and hassle-free for the public.

A key feature of the new process is the use of transaction verification data for ownership transfer as part of the official legal documentation, serving all three procedures simultaneously: vehicle revocation, tax payment, and vehicle registration transfer. Vehicle registration officers are tasked with proactively accessing, verifying, and utilizing data on the vehicle registration system, ensuring consistency and accuracy throughout the entire process.

This process applies to citizens with a level 2 VNeID account and permanent residence in the aforementioned provinces and cities. Specifically, residents of Nghe An province can now buy or sell cars, motorcycles, electric scooters, or motorbikes through the electronic platform without needing to visit notary offices or carry numerous documents as before.

The pilot program for electronic vehicle ownership transfer aims to save time and costs for citizens, while simplifying procedures and reducing paperwork and travel burdens. However, this is a new initiative, so during implementation, citizens – especially the elderly or those with limited technological experience – may encounter difficulties. Therefore, during the process, citizens can call or visit the public service department of the Provincial Traffic Police Department or the commune-level police station for assistance with the online public service portal, authentication via VNeID, and step-by-step declaration.
With a proactive and receptive attitude, the Nghe An Provincial Police force affirms that it will accompany the people throughout the pilot period and is ready to adjust its procedures to ensure maximum convenience. All feedback and difficulties encountered during implementation will be promptly recorded to adjust and improve the system, making the vehicle ownership transfer process not only faster and more efficient but also more user-friendly and accessible to everyone.
