Politburo member and Standing member of the Secretariat Tran Quoc Vuong has just signed and issued on behalf of the Secretariat Instruction No. 03 on a number of specific issues implementing the Party's Election Regulations.

Nominator's responsibility in recommending personnel

Regarding candidacy and nomination at the Party Congress at district level and equivalent or higher, the instructions clearly state: Official delegates at the Congress of Delegates, if running for election to the Party Committee by the Congress, must submit their candidacy application to the Congress Presidium.

Official Party members who are not Congress delegates, if running for election to the Party Committee by the Congress, must submit their candidacy dossier to the Party Committee's organizing body convening the Congress no later than 15 working days before the Congress's opening date.

About the procedures and nomination documents, according to the instructions, if an official delegate of the Congress nominates an official party member in the party organization who is not a delegate of the Congress for the Congress to consider and elect to the Party Committee, he/she must prepare a nomination dossier and submit it to the Congress Presidium.

At the congress, if the candidacy and nomination are organized by the delegations, the head of the delegation will compile a list of candidates and nominees (not nominating in the name of the delegation; the list of candidates and nominees will not be voted on by the delegation) and submit it to the Congress (conference) presidium.

On the nominator's responsibility in introducing personnel to participate in the Party Committee at the CongressAccording to the instructions, the person nominating a candidate to join the Party Committee must be responsible to the Congress for the qualifications and conditions for the person he/she nominates to join the Party Committee. After the Congress, if it is verified that the nominee does not meet the prescribed qualifications and conditions, depending on the level of violation, the nominator will be considered for handling according to Party regulations.

The instructions stateon withdrawal and non-withdrawal from the electoral roll.Specifically,The Presidium compiles the list of candidates, nominees at the Congress and those who request to withdraw from the election list; proposes to withdraw from the election list cases that violate Article 13 of the Party's Election Regulations, cases that are allowed to be withdrawn from the election list and cases that are not allowed to be withdrawn from the election list, and reports to the Congress for consideration and decision by voting by ballot or show of hands.

In case the list of personnel nominated by the Party Committee convening the Congress (conference), nominated by Congress delegates and candidates does not have a balance of 30% compared to the number of candidates to be elected, the presidium shall propose to the Congress to vote to approve the election list.

In case the list of personnel nominated by the Party Committee convening the Congress, nominated by Congress delegates and candidates is more than 30% of the number of candidates needed to be elected, then carry out procedures to collect votes to ask for the Congress's opinions on the candidates and nominees at the Congress (conference).

In which cases is the Congress not convened?

On electing enough delegates to attend the Party Congress at higher levels, the instructions clearly state: The lower-level Party Congress must elect enough delegates to attend the higher-level Party Congress; no more than the prescribed number may be elected. In case of election, the ballot must be approved by the majority of delegates and reported to the higher-level Party Committee.

Cases of not being summoned to attend the Congressincluding: party members at the party congress, committee members and delegates at the congress who, before the opening of the congress, were suspended from party activities, suspended from committee activities, prosecuted, or indicted; delegates elected but not in accordance with election principles and procedures.

Party committee members at the level convening the Congress have decided to retire or announced their retirement before the opening of the Congress; or have transferred their work outside the Party organization before the opening of the Congress./.
