Official Party members who are not Congress delegates, if running for election to the Party Committee by the Congress, must submit their candidacy dossier to the Party Committee's organizing body convening the Congress no later than 15 working days before the Congress's opening date.

About the procedures and nomination documents, according to the instructions, if an official delegate of the Congress nominates an official party member in the party organization who is not a delegate of the Congress for the Congress to consider and elect to the Party Committee, he/she must prepare a nomination dossier and submit it to the Congress Presidium.
