Article 10 of Decree 168/2024/ND-CP stipulatesPenalties for pedestrians violating road traffic rules are as follows:
1. A fine of 150,000 VND to 250,000 VND shall be imposed on pedestrians committing one of the following violations:
a) Not driving on the correct part of the road; crossing the median strip; crossing the road at an incorrect place; crossing the road without using hand signals as prescribed;

b) Failure to comply with the commands or instructions of traffic lights, signs, or road markings, except for the violations specified in Point a, Clause 2 of this Article;
c) Failure to comply with the orders or instructions of traffic controllers or traffic inspectors.
2. A fine of VND 400,000 to VND 600,000 shall be imposed on pedestrians who commit one of the following violations:
a) Entering the highway, except for those serving the management and maintenance of the highway;
b) Carrying or shouldering bulky objects that obstruct traffic;
c) Hanging or clinging to moving vehicles.
