Mr. Luong Van Hung was born and raised in Noong village, Kim Tien commune (Tuong Duong). When he was young, he was known by the whole village as an intelligent and bright boy. His family's circumstances were difficult, the way to school was difficult, but his parents were still determined to send him to class to learn. After finishing secondary school, not having enough conditions to continue studying, Luong Van Hung joined the Youth Union and soon became the "leader" of the youth of Noong village. Due to his active activities, intelligence and agility, he was promoted to become a Youth Union officer of Kim Tien commune. After that, he was transferred to work as a financial officer for decades.

When the Ban Ve Hydropower Plant was planned, Noong village in particular and Kim Tien commune in general were to be relocated to the resettlement area in Thanh Chuong. At first, not many villagers agreed. Mr. Hung was one of the people who were allowed to visit the resettlement area, then returned to the village to persuade the villagers to feel secure moving to the new place. After many years of working as a cadre, he understood that if he wanted the villagers to listen, he had to do it first. At the end of 2006, Mr. Hung's family was one of the earliest households to relocate, then the villagers followed suit. Noong village was the earliest, fastest and most complete to be relocated!
Regarding the resettlement area, the farming and living conditions are different from the old hometown, the land is infertile, there is a lack of water, the houses are not built in accordance with Thai customs, so many households intend to return to live in the lake area. At this time, as the village chief, he again stood up to mobilize people to stay and do business and production, facing immediate difficulties but if they are diligent, hardworking, and know how to learn, they will soon escape from difficulties and poverty. To make people believe him, he took the trouble to go to the surrounding areas to learn about business and farming experiences, then attended training courses and learned from books and newspapers. With enough knowledge, he bought acacia seedlings to plant on the divided land, intercropping cassava according to the motto "taking short-term to nurture long-term".
In addition, reclaiming and expanding the area of rice fields, ensuring a long-term food source; building barns to develop chicken, pig and buffalo flocks. Seeing that this direction is reasonable, the people of Noong village all follow it, and up to now no one has returned to the lake area to live. Recently, when work is somewhat more leisurely, Mr. Luong Van Hung started practicing medicine. He learned the profession of medicine from his father and grandfather. He has the ability to treat bone and joint diseases and liver diseases with simple, easy-to-find medicines. Many people have been cured by him, including those from other regions. It is worth mentioning that the money he charges for medicine is not worth much, especially for people in difficult circumstances and the villagers...
