(Baonghean.vn) - Bui Van Hai (born in 1978) is considered the first person to graduate from university with a major in Information Technology (IT) in Tuong Duong district (Nghe An). In 2001, after leaving Vinh University, he took up a job teaching IT at Tuong Duong 1 Ethnic Minority High School.

At that time, for the majority of people in the highlands of Tuong Duong, including civil servants, the concept of IT was still strange. Seeing that his hometown was still disadvantaged compared to the lowlands, Bui Van Hai determined to use all that he had learned to contribute to the popularization and application of IT in life.

In addition to his dedicated teaching hours in class, Bui Van Hai also spends time guiding students and colleagues in application practice. At that time, the infrastructure system serving teaching and IT application in schools and agencies was still very limited, so he decided to borrow money to buy 5 computers to meet the learning needs of students and local people. With the strong development of the IT industry, requiring constant improvement of professional qualifications and skills, from 2007-2009 he studied for a master's degree in information technology at the Military Technical Academy.

Since graduating from university, Bui Van Hai has instructed and taught basic information technology to nearly 1,000 people, including students, teachers and civil servants in the area (Agricultural Bank, General Hospital, Medical Center, project staff...). Thanks to that, in Tuong Duong, 100% of cadres and civil servants in agencies in the town have used computers to handle work, in communes this figure is around 58%. In particular, Tuong Duong District People's Committee is considered the leading agency in applying IT to state management and administrative reform in the whole province.

In 2011, due to work requirements, Bui Van Hai was transferred to work at the People's Committee of Tuong Duong district, his main task was to be in charge of the IT sector. During this time, he took the opportunity to guide and review for 6 students participating in the Non-Professional Youth Informatics Competition organized by the Provincial Youth Union. As a result, 4 students won prizes (1 Third Prize and 3 Encouragement Prizes). Also during this time, he was on the district team participating in the 3rd Informatics Competition for officials and civil servants of state management agencies in Nghe An province. As a result, Tuong Duong district won the first prize in the province. The presentation of the plan and ideas for deploying and applying IT in the area that he built and presented was highly appreciated by the judges and affirmed to be feasible.

As an IT specialist of the District People's Committee, Bui Van Hai actively advised his superiors to issue the Project "Application and development of IT in Tuong Duong district in the period of 2011 - 2015 and orientation to 2020". He was also the one who directly advised and successfully organized the IT Competition for cadres and civil servants in Tuong Duong district. It should be added that Tuong Duong is the first district in the province to organize an IT competition for cadres and civil servants. This has created a more exciting competitive atmosphere in applying, improving IT qualifications and skills to serve state management and administrative reform. Bui Van Hai's contributions have been recognized by his superiors. In 2011, he was honored to receive a Certificate of Merit from the Director of the Department of Information and Communications for his outstanding achievements in developing the information and communications sector in the area. In addition, he is also an active member of the Tuong Duong Informatics Association (under the Nghe An Informatics Association). Currently, the Association has been proposed to the Chairman of the Provincial People's Committee to award a Certificate of Merit for its achievements in developing and applying IT.
