On the morning of May 21, at the 5th session of the 13th National Assembly, Minister of Public Security Tran Dai Quang, authorized by the Prime Minister, submitted to the National Assembly a draft law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting.

Immediately afterwards, member of the National Assembly Standing Committee, Chairman of the National Assembly's Defense and Security Committee Nguyen Kim Khoa presented the Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting (PCCC).
This draft law has more specifically defined the responsibilities of heads of agencies and organizations and the responsibilities of household owners in implementing the provisions of the law on fire prevention and fighting. It adds the responsibility of heads of agencies and organizations that, due to their lack of responsibility, cause fires and explosions, must compensate for fire fighting costs. If they cause damage to other individuals, agencies and organizations, they must compensate for the damage according to the provisions of the law.
Chairman of the National Assembly's Defense and Security Committee Nguyen Kim Khoa suggested that it is necessary to clearly define the criteria for high-rise and super high-rise buildings, and to regulate the infrastructure systems of these areas to ensure fire prevention and fighting; to supplement fire prevention and fighting regulations for subways, elevated trains, underground tunnels, oil and gas exploitation, etc. In particular, the list of facilities and residential areas with high risk of fire and explosion will change frequently, so it should not be stipulated with the law but should be stipulated for the Ministry of Public Security to regularly inspect, supervise and update to ensure flexibility and timeliness with the practical situation.
The National Assembly's National Defense and Security Committee also believes that the provisions on the establishment and professional training of specialized fire prevention and fighting forces at nuclear power plants in the draft law do not yet meet practical requirements because fire prevention and fighting forces in this environment must be fundamentally trained and have modern equipment to ensure that they not only participate in fire prevention and fighting but also handle nuclear incidents and disasters caused by fires. Therefore, this force must be both specialized and specialized to meet the requirements of the task.
