Nghi Xa used to be a poor, purely agricultural commune, located quite far from the center of Quan Hanh Town (Nghi Loc). In recent years, Nghi Xa has really changed with the Nam Cam industrial park, with long inter-commune and inter-village asphalt roads, with the spacious and beautiful Nghi Loc 4 High School... To have these projects, Nghi Xa people had to sacrifice tens of thousands of square meters of agricultural land, thousands of trees, and construction works. To get that consensus, the entire government system from the district to the commune had to get involved, including the significant contribution of Mr. Hoang Van Minh - Chairman of the Front, Deputy of the People's Movement Block of Nghi Xa commune, a Catholic, an exemplary party member.

The land acquisition policy to build Nam Cam Industrial Park began to be implemented in 2003 and Nghi Xa was the locality with the largest land acquisition area of ​​250 hectares. To have a clean land, more than 400 households of 3 hamlets 8, 9, 11 lost land, of which 150 households lost 100% of their agricultural land, the rest lost 50-70%. As a purely agricultural commune, it is difficult to express the feelings of the people when they no longer had land to cultivate and produce. Even Mr. Hoang Van Minh's family at that time had four children, his wife was a farmer, so they faced many difficulties when more than 80% of the rice-growing land was acquired. As a party member, his family volunteered to take the lead, and at the same time he actively mobilized the people and parishioners in the hamlet to support the State's policy. The land acquisition will last until 2012 and everything will be smooth if the Nghi Long and Nghi Xa inter-commune road project and resettlement area project are not implemented in the commune. The land price difference is too high, which is what makes people most heartbroken, when previously, one sao of land (500m2) was only compensated 4,500,000 VND. But now, those who were acquired later are compensated up to 75 million VND, dozens of times more.

The climax of this problem was the incident that occurred in April 2012 at the TNTP Central Plastic Factory project with an area of ​​4.48 hectares and the Hitech Electronics Factory project with an area of ​​5.05 hectares in Nam Cam Industrial Park, which began construction. Previously, the entire area had been compensated, but later, seeing that the land price was increasing too quickly, some households in hamlets 8, 9, and 11 came out to prevent the construction from taking place. To solve the above problem, the Nghi Loc District People's Committee worked with the local authorities and had direct dialogue with the households, and at the same time proposed to the province to request support to stabilize the lives and production of households whose land was recovered for the two projects in cash at the current value of 30 kg of rice/person/month within 3 months. However, by the end of May 2012, 85/148 households still refused to accept. Some extremists also urged households to return the money.

In the midst of the "hot oil and fire", as Chairman of the Commune Fatherland Front, and also a citizen of Hamlet 8, Mr. Minh went to each house to understand the thoughts and aspirations of the households. He understood that the current difficulty of the people in Hamlets 8, 9, and 11 was not a few kilos of rice to relieve hunger for a few months, but rather stable, long-term jobs, because these were 3 Catholic hamlets, all families had many children, and their income had always depended on agriculture. At the meeting on May 22, 2012 between the Provincial People's Committee, the District People's Committee, and the Southeast Economic Zone Management Board, he expressed his wishes and affirmed from the beginning that the matter was not too complicated. What the people wanted most from the government was fairness in supporting land for households whose land had been recovered, creating jobs for local people, and solving the environmental pollution problem for the people.

Understanding the above wishes, the Provincial People's Committee has clearly assigned responsibilities to the departments to promptly resolve the people's problems, and at the same time requested the investor to commit to recruiting local workers whose jobs were revoked. Thanks to that, the project was implemented smoothly. After this incident, Mr. Hoang Van Minh himself, his reputation was increasingly affirmed in the village and commune. With the same approach, regularly listening to the people, learning about their wishes and suggestions, when the new rural program in the commune was implemented, all the people agreed.

Following him to hamlet 2, where in just a short time the inter-hamlet concrete road will be widened from 2m to 5m, talking to the households, everyone is excited about the road that is about to be built. Currently, Nghi Xa has 7/11 hamlets that have marked the construction planning milestone according to the new rural construction project, the whole commune has more than 200 households volunteering to donate land to open the road, 4 hamlets 5, 8, 9 and 11 alone have built 1.5 km of concrete road according to the new rural process, the cultural house of hamlet 11 is starting construction. Mr. Minh shared: "Whatever you do, you have to thoroughly understand the place, be close to the people and grasp the legitimate aspirations of the people and base on that to implement, then any policy or strategy can be implemented smoothly". Doing Front work, you have to understand the people's hearts and minds even more.

At the same time, he was a bridge between the parish priest, the parish and parish pastoral council with social organizations to coordinate with each other, unite to create consensus and unity.
