(Baonghean) Huoi Cam village (Nam Nhoong commune, Que Phong) still has many backward customs, especially early marriage and high birth rates. As a prestigious person in the village, in recent years, Mr. Lu Tat Thanh, member of the Fatherland Front Committee of the commune, has successfully mobilized people not to violate the Law on Marriage and Family, and to practice family planning...
Huoi Cam village is 100% Kh'mu ethnic group. Despite being diligent, hardworking, and receiving much support from the State, hunger and poverty still persist... Worried about this situation, Mr. Thanh identified the cause: "It's all because our people give birth too much, don't have the conditions to take care of their children, don't have the health to work in the fields, don't have the conditions to send their children to school... It's the problem of early marriage, 13, 14 year old children drop out of school to get married, get married and have children... That's why they are stuck in poverty."
Therefore, although he did not take on the job of a population specialist, he actively coordinated with population collaborators to propagate population policies for people to listen and understand, abandoning the mentality of "God created elephants, God created grass", "many children, many wealth"; and encouraged couples of childbearing age to use contraceptive methods.
To make his campaign effective, he often contacts the husbands, takes advantage of trips to the forest and fields to "talk" with them, analyze the "harm" of having many children, giving birth close together, and advise them to go for sterilization... He said: "Men should be easy to talk to, understand and sympathize with each other. "Even radishes will listen" after a few times of talking, they listen to him, take contraceptive measures, and sign a commitment not to have many more children." Thanks to that, in 2011, the third birth rate in Huoi Cam village decreased significantly, and the village maintained its title of cultural village.
In particular, in 3 years (2009-2011), he successfully mobilized 4 young couples in the village not to get married early. When he heard that children in the village dropped out of school to get married, he went to their homes to mobilize the families, explaining to them that getting married before the age of majority is a violation of the law, getting married before maturity and economic independence will lead to suffering and poverty... With that convincing argument, the couples Moong Van Tuong - Lu Thi Danh; Lu Van Son - Luong Thi Ngoc; Moong Van Viet - Luong Thi Van; Hoc Van Xanh - Moong Thi Chi gave up the idea of getting married early and returned to school.
